According to the Plan, this November, Party committees, Party organizations, local leadership groups, agencies and units will carry out the process of introducing personnel for the 13th Central Executive Committee. This is an extremely important prerequisite for the next steps in personnel planning to be presented to the Central Executive Committee at the 9th conference taking place at the end of December this year.

Associate Professor, PhD, senior lecturer Ngo Thanh Can (National Academy of Public Administration) emphasized that strategic-level cadres are the team that plays a decisive role in solving strategic issues of the Party and State, affecting socio-economic development and people's lives. Therefore, cadre work in general and strategic-level cadre planning in particular must be done with utmost caution, ensuring democracy, publicity and transparency.

According to him, in addition to the general standards of ethics and talent of leaders and managers, it is necessary to develop specific standards for strategic-level cadres. These must be cadres with strategic thinking, who know how to set out development directions, and who know how to choose key issues to create breakthroughs in development. Cadres must have a heart, know how to love the people, and know how to sacrifice personal interests to serve the common good.

Personnel work always holds an important and key position in Party building. Besides the achieved results, there are still shortcomings in personnel work that make public opinion angry, such as the situation of running for positions, running for power, running for planning... seriously affecting people's trust. Meanwhile, the situation of "up and down, in and out" is still common, lacking equality, discouraging efforts, and hindering the timely arrangement of virtuous and talented cadres.

In order not to miss out on talented people and not to let political opportunists and degenerates into the system, according to Mr. Ngo Thanh Can, the mechanism of “up, down, in, out” needs to be implemented as usual. Anyone who has been planned at the strategic level but is found to have problems must be eliminated immediately. At the same time, timely supplementing cadres with valuable qualities, good signs, and a history of completing good work into the planning.

“Do not allow in the team, especially the team of strategic cadres, those who have violated or have “stains”, who are not worthy of being exemplary models. Any cadre who has been disciplined at a lower level but is still promoted to a higher position will lead to bad public opinion. In particular, in recommending personnel, there should be stricter regulations, regulations on the responsibility of the person recommending, the joint responsibility of the head or deputy” – Mr. Ngo Thanh Can expressed his opinion.

Binding responsibilities to avoid including "eels" and "loach"

Mr. Le Thanh Van - Standing Member of the Finance and Budget Committee of the National Assembly, a delegate of the 14th National Assembly, said that in the process of implementing the personnel planning for the Central Executive Committee this time, there is an emphasis on one point: Party committees, organizations, agencies, and units must be responsible to the Central Committee, the Politburo, and the Secretariat for the personnel introduced into the planning by their own localities, agencies, and units.

Looking back at history, the story of the responsibility of nomination is not new, but in the current context it needs to be promoted. Because through practice, laxity in personnel work leads to very serious consequences, at least it can let people like "eels and loach" slip through the net and infiltrate deep into the Party and State, at worst it can cause "disaster" when those people sit in leadership positions. Corruption crimes can cause loss of assets, but the crime of abusing power in appointing officials can affect the quality of the State apparatus' operations.

Therefore, the responsibility of the person introducing personnel needs to be regulated in a way that binds them to determine their obligations and responsibilities in introducing personnel to the Party and the State.

When it comes to responsibility, rewards and punishments must be strict. If a true talent is recommended and the person being recommended is proven to be outstanding through practical experience, the person who recommends will be greatly rewarded. On the contrary, anyone who recommends the wrong person for personal, family, or group interests will be prosecuted at any time, even after retirement. There must be strict punishments so that they do not dare to recommend "eels and loach" into the system.

And finally, it is still personal responsibility. As the leader, those in the group who have the right to choose and vote must have a mechanism to clarify who voted and recommended the personnel.

“For example, the ballot is like a test paper. After voting, the ballot stub can be kept at the higher level, while the ballot is kept by the lower level. When it is discovered that the wrong person was chosen, the higher level will retrieve the stub and identify those who participated in the vote so that the responsibility of the individual in the group cannot be denied,” Mr. Le Thanh Van gave an example.

According to the National Assembly delegate, the development of a strategic-level cadre plan aims to proactively prepare cadre resources for training, fostering, and testing, as a basis for personnel work at the 13th Party Congress. This is the next important step in personnel work. Accordingly, to prevent the practice of running for positions, power, and planning, it is necessary to address the questions: cannot, do not want, and do not dare.

How to set standards for officials so that they will see that they cannot meet them and have to look for other jobs. Not wanting to means having a choice so that they can see that they can do other jobs, without necessarily climbing into the "officialdom". Not daring means having strict punishments, seeing them makes them afraid, not daring to commit them.

“This time, there needs to be a binding regulation so that the Party committees and individual leaders are forced to choose the most worthy person to introduce into the planning. Because if you abuse your power in including in the planning, your responsibility will be bound, even though you have retired, you will still be disciplined like some recent cases” - Mr. Le Thanh Van suggested./.
