Officials and civil servants will have new salary and allowance policies before October 31.
Before October 31, the Ministry of Home Affairs shall review, revise and supplement regulations on regimes, policies, salaries and responsibility allowances for cadres, civil servants, public employees and part-time workers at the commune, village and residential group levels.
Permanent Deputy Prime Minister Nguyen Hoa Binh has just signed Decision No. 1581 promulgating the Plan to continue perfecting the organizational apparatus of the political system and preparing for Party Congresses at all levels.
The plan outlines 32 specific tasks, identifies the lead agency, coordinating agencies, products and deadlines for completion.
August 15 completed inspection, guidance on arrangement and streamlining of agencies
Accordingly, the Government Inspectorate is responsible for presiding over the inspection and guidance of the arrangement and streamlining of the Government Inspectorate apparatus and the inspection system at the central and provincial levels to ensure proper implementation of the central government's policies and government regulations.

The Ministry of Home Affairs shall preside over the inspection and guidance of the establishment of provincial-level specialized agencies to ensure proper implementation of the Central Government's policies and Government regulations; and the establishment of specialized departments.
The Ministry of Finance shall preside over the inspection and guidance of the arrangement and streamlining of the apparatus of agencies organized vertically, including: tax, customs, state treasury, social insurance, national reserves, and statistics. The State Bank shall preside over the inspection and guidance of the arrangement and streamlining of the state bank apparatus.
The Ministry of Justice shall preside over the inspection and guidance of the arrangement and streamlining of the civil judgment enforcement apparatus to ensure proper implementation of the Central Government's policies and Government regulations.
The deadline for completing the above tasks is August 15.
In addition, the Ministry of Home Affairs will reorganize public service units (except for junior high schools, primary schools, kindergartens, and health stations) in the direction of streamlining focal points, ensuring the provision of many basic and essential public services in commune-level administrative units, to be completed before December 31.

The plan also assigns the Ministry of Home Affairs to preside over and coordinate with relevant ministries and branches to report to the Politburo and the Secretariat on policies for major contents before submitting to the Government for promulgation of a Decree and related documents guiding the implementation of the Law on Cadres and Civil Servants in 2025 on recruitment, use, management, evaluation, classification, and dismissal of civil servants and public employees to ensure the principle of "in and out", to be completed before August 30.
By December 31, the Ministry of Home Affairs completed the review and assessment of the management and use of government staff after restructuring the apparatus; completed job positions to serve as a basis for determining the staffing by 2031 of ministries, ministerial-level agencies, government agencies, Vietnamese representative agencies abroad, public service units, and mass organizations assigned tasks by the Party and State at the central level.
At the same time, the Ministry of Home Affairs reviews, revises and supplements regulations on the number of deputy heads of agencies, organizations and public service units under ministries, ministerial-level agencies, government agencies; specialized agencies under People's Committees and People's Councils at provincial and communal levels in a streamlined manner to meet the requirements of tasks in the new period.

The Ministry of Health is assigned to preside over a comprehensive review of the demand for health sector officials in localities. The Ministry of Education and Training is responsible for a comprehensive review of the demand for education sector officials in localities; guiding, monitoring, and inspecting the implementation of recruitment to ensure compliance with regulations and within the assigned number of positions from the 2025-2026 school year.
The Ministry of Home Affairs shall inspect, grasp the situation, make full statistics, and promptly report to the Politburo on the resignation of commune-level cadres, civil servants, public employees, workers, and part-time workers after the rearrangement of administrative units, the reorganization of the apparatus of agencies, units, and organizations in the political system associated with the two-level administrative units, and the settlement of regimes and policies according to regulations; promptly guide, remove obstacles, and adjust regulations and instructions to ensure that commune-level cadres, civil servants, public employees, and part-time workers resign for the right purpose, requirements, and with the right people, and retain competent and qualified cadres.
The above tasks must be completed before August 31.
By September 30, issue a policy on public housing for officials and civil servants who have to move their residence.
According to the plan, by September 30, the Ministry of Construction must issue and guide the implementation of the official housing policy for cadres, civil servants, and public employees who must move their residence after the administrative unit is reorganized.
