Regarding the proposal to raise the regime for low-ranking village and commune cadres, Mr. Phan Dinh Trac emphasized that the regime for these subjects is an allowance, not a salary; moreover, the Government has stipulated that the allowance must not exceed one time the basic salary. However, Secretary of the Party Central Committee Phan Dinh Trac noted that the allowance is still low compared to the volume and intensity of work of village and commune cadres; and said that he will report to the Government on this issue.
The Party Central Committee Secretary also added that, implementing Resolution 6 of the 12th Central Committee, the Party and State will reorganize the apparatus from the village level up to the Central level. Accordingly, part-time and part-time cadres will have their salaries allocated to them.
Regarding the pumping station in the Mong village project built in Nghia Dung, Mr. Phan Dinh Trac requested the leaders of the government, all levels and sectors to soon put the project into use.
“We do not necessarily have to hand over the entire project, but should accept and hand over each item. Putting it into use is also the best way to maintain and manage, avoiding waste” - Secretary of the Party Central Committee Phan Dinh Trac directed.
Regarding the shortcomings in the regime and capacity of commune-level police, Mr. Phan Dinh Trac said that in the near future, regular police will be assigned to communes, each commune will have 3-5 people to improve the quality of the commune police force, meeting the requirements of the times.
At the end of the conference, Mr. Phan Dinh Trac acknowledged the opinions of voters of Tan Ky district and promised to submit them to the National Assembly Standing Committee in the next session.
