In his closing speech at the 9th Central Conference (12th tenure), General Secretary and President Nguyen Phu Trong emphasized that it is "heartbreaking" to talk about disciplining officials, especially high-ranking officials of the Party.
According to the General Secretary, from the beginning of the 12th term until now, in less than 3 years, more than 60 cadres under the Central Committee's management have been disciplined, an unprecedented number, including 5 incumbent Party Central Committee members and 3 of them have been removed from the Central Executive Committee.
Continuing the spirit of no "forbidden zones" and no exceptions, in 2018, many high-ranking officials were disciplined, including retired officials, officials in security agencies, law enforcement, and general officers in the armed forces. In some cases, their titles were stripped and criminal proceedings were initiated.
Although it is painful, for the sake of the strictness of Party discipline, the rule of law of the State, the purity, strength and prestige of the Party and the will of the people, this work will continue in the coming time.
Looking at these “unprecedented” figures, Mr. Vu Quoc Hung - former Deputy Head of the Central Inspection Commission said that this is a testament to the breakthrough in the work of Party building and rectification, tightening discipline and order in the State apparatus and the entire political system, contributing significantly to strengthening the trust of all classes of people in the leadership of the Party. However, the discipline of cadres also evokes many thoughts and concerns about the lack of exemplary behavior, lack of self-cultivation and training among a number of cadres and party members.

How can we not be troubled when in recent years, many cadres and party members, including high-ranking party members, have degraded and become corrupted by the temptations of money, position and fame. Many people have failed to set an example in training and cultivating moral qualities and lifestyles, only caring about personal gain, trying to get rich, living lavishly, and some are even irresponsible towards the people. Some people have even taken advantage of their positions of power, embezzling state and collective assets, lacking responsibility and causing serious consequences...
During his lifetime, Uncle Ho once said: "The masses only love those who have character and morality. To guide the people, we must set an example for them to follow." Reality has shown that the example of leaders and leading agencies creates the driving force to promote people's trust. People look at the Party and the State through the personalities of party members and specific individuals. Therefore, setting an example for cadres and party members, especially high-ranking cadres, is even more urgent, requiring it to become a regular, daily, and hourly task not only in agencies and units, but also in families and communities.
According to Mr. Vu Quoc Hung, the Central Executive Committee issued Regulation 08 on the exemplary responsibility of cadres and party members, first of all Politburo members, Secretariat members, and Central Executive Committee members, together with Regulation 101 and Regulation 55 that were issued previously, we will have 3 regulations that are effective, covering all subjects, regulating from the highest-ranking cadres to each grassroots party member.
Officials set an example from the smallest things
If these regulations are to be implemented soon and create a clear change, the entire political system must take part. Each Party organization, each cadre and Party member must deeply, fully and completely understand their responsibilities to the people and the Party in order to implement them.
Units must comply with the regulations; where they do not perform well, Party committees and Inspection Committees at all levels must monitor, inspect and strictly handle violations. In addition, it is necessary to resolutely screen, dismiss, replace and allow resignation of cadres who are weak in capacity and moral qualities without waiting for their term or working age to end, especially leaders, managers and heads.
Talking about the manifestations of setting an example, the former Deputy Head of the Central Inspection Commission pointed out: “Exemplary cadres not only demonstrate that they are always simple, honest, impartial, but also have to advise family members because there are people who use their families for personal gain.” According to him, if cadres do not fulfill their role as exemplary cadres, they can also fall into the path of degradation in political ideology, morality, lifestyle, forming interest groups that cluster together, opposing the supervision and control of the Party.
A new point in the regulation is that if officials feel they no longer have enough capacity, prestige, or conditions, they should proactively resign. According to Mr. Hung, this should have been done a long time ago and it is necessary to consider this as a normal issue in social life.

Leadership is to make others willing to follow you. And if you want others to follow you, you must conquer their hearts and minds by setting an example yourself.
The masses do not expect cadres and party members to do anything lofty, but only expect cadres and party members to set an example from the smallest actions, practice ethics and culture through practical actions in life.
“If cadres set an example from small things, they will set an example in big things, not just doing big things. The first thing is that cadres must fulfill their duties and responsibilities in their work. The second is to maintain clean character, not violate the provisions of the law, words must match actions, be dedicated to work, be exemplary in lifestyle… these are the things that will create examples for the masses to follow and be willing to follow” – Associate Professor, Dr. Le Quy Duc said.
