It is the most fundamental factor in creating a cadre, deciding the success or failure, high or low prestige of the cadre in their work and in their daily life. The level of their character determines the level of ensuring the implementation of the Party's guidelines, promoting the strength of the State and demonstrating the exemplary pioneering role, working ability and moral prestige of the leader.

The qualities of a strategic leader and manager require first of all political and ideological qualities. This is the foremost and most basic quality. Because, without it, it is impossible to talk about orientation towards ideals, about the ability to perceive correctly and strive effectively to successfully implement the Party's guidelines and policies, the State's policies and laws, and even less so about studying and reviewing those guidelines, policies and policies as the starting point, covering and overseeing all of one's activities.
