(Baonghean.vn) - At the Forum "Listening to the voices of the grassroots front" between the Party Central Committee Secretary, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien and the team working on the front at all levels of Nghe An province held on the morning of October 11, there were 16 speeches.

Attending the Forum, Central delegates included Major General Tran Duc Thuan - Standing Member of the National Assembly's Defense and Security Committee, XV National Assembly Delegate.

The leaders of Nghe An province include: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Nghe An province; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; Nguyen Nam Dinh - Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Vo Thi Minh Sinh, Member of the Provincial Party Committee Standing Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province; Ngoc Kim Nam - Member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission; Phan Duc Dong - Member of the Provincial Party Committee Standing Committee, Secretary of Vinh City Party Committee; Nguyen Van De - Member of the Provincial Party Committee Executive Committee, Vice Chairman of the Provincial People's Committee.

The forum was attended by more than 13,900 cadres, civil servants and non-professional Front staff at 442 district and commune-level points throughout Nghe An province.

RE-EVALUATION OF THE MODEL OF HEAD OF THE MASS MOBILIZATION COMMITTEE CONCURRENTLY CHAIRMAN OF THE FATHER FRONT COMMITTEE AT THE DISTRICT LEVEL

Speaking at the forum, comrade Nguyen Duy Thao - Chairman of the Vietnam Fatherland Front Committee of Nam Dan district said that it is necessary to consider issuing a document directing the district-level Party Committee to arrange the deputy of the district-level Mass Mobilization Committee and the Fatherland Front as Party Committee members; as well as recommending to increase the allowance for holding more than 10% of concurrent positions when implementing the pilot model of the Head of the Mass Mobilization Committee concurrently being the Chairman of the Vietnam Fatherland Front at the district level.

Regarding this content, Comrade Do Van Chien - Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front expressed his sympathy with the district-level cadres. He stated his opinion that in the case of the Head of the Mass Mobilization Committee at the district level being also the Chairman of the Front, there should be a Party Committee member who is the Vice Chairman of the Front. Thereby, he said that there will be specific instructions.

Regarding this content, Provincial Party Secretary Thai Thanh Quy said: Implementing Conclusion No. 34-KL/TW, dated August 7, 2018 of the Politburo, the Provincial Party Standing Committee has directed the implementation of the pilot policy of the head of the mass mobilization committee concurrently being the chairman of the Fatherland Front Committee in 17/21 district, city and town Party committees.

Pursuant to Directive 35-CT/TW, dated May 30, 2019 of the Politburo on Party congresses at all levels towards the 13th National Congress of the Party, in Notice 13-TT/TU, dated October 28, 2019 of the Provincial Party Committee on Party congresses at all levels, the Standing Committee of Nghe An Provincial Party Committee directed: For localities piloting the model of the Head of the Mass Mobilization Committee concurrently being the Chairman of the Vietnam Fatherland Front Committee, in addition to the structure of 1 member of the Standing Committee, it is possible to consider the structure of 1 deputy member of the Vietnam Fatherland Front Committee at the district level participating in the Party Committee at the same level. In fact, many localities have implemented this and have gained position in the working process.

The Provincial Party Secretary said: Implementing Conclusion No. 50-KL/TW dated February 28, 2023 of the Politburo on continuing to implement Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee "some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", the province will re-evaluate this model to synthesize a report to the Central Committee; at the same time, wait for the Central Committee's direction to study and specify the units that are piloting this model, how to both reduce the number of focal points and best perform the tasks of these agencies.

WILL ADJUST THE LIVING EXPENSE SUPPORT REGIME FOR MEMBERS OF THE FRONT COMMITTEE

Giving opinions to comrade Do Van Chien - Chairman of the Central Committee of the Vietnam Fatherland Front, comrade Nguyen Dinh Hung - Chairman of the Vietnam Fatherland Front Committee of Nghi Thu ward, Cua Lo town mentioned the implementation of Decision No. 33/2014/QD-TTg dated May 28, 2014 of the Prime Minister "Regulations on living allowance support regime for members of the Central Committee of the Vietnam Fatherland Front, members of the provincial and district level Fatherland Front Committees".

Accordingly, members of the Vietnam Fatherland Front Committee at the commune, ward and town levels are not eligible for living expenses support like members of the Vietnam Fatherland Front Committee at the central, provincial and district levels. This has been a real concern for the commune-level members for over 10 years, because they are mainly part-time workers and do not receive salaries from the State budget.

Mr. Hung requested the Central Committee of the Vietnam Fatherland Front to consider and propose the Government to amend and supplement the subjects receiving living expenses support for members of the Vietnam Fatherland Front Committee at the commune, ward and town levels who do not receive salaries from the State budget.

Responding to this content, comrade Do Van Chien admitted that Decision No. 33/2014 is outdated compared to the present time, so he reported it to the Prime Minister.

Accordingly, the Prime Minister agreed in principle to assign the Ministry of Finance to coordinate with the Vietnam Fatherland Front to study amendments in two directions: First, the living allowance support regime for members of the Central Committee of the Vietnam Fatherland Front, members of the provincial and district-level Fatherland Front Committees is regulated by a coefficient; at the same time, consider expanding it to the commune level.

However, there are two different opinions on expanding support for members of the Fatherland Front Committee at the commune level. The first is that in the context of the whole country having about 10,500 communes with about 225,600 members, if supported, the cost would be very large, so it is proposed not to expand support. The second opinion is to support. Accepting the opinions of delegates, comrade Do Van Chien said that he would calculate this content in the most reasonable way.

Comrade Tran Thi Thanh Ha - Chairwoman of the Vietnam Fatherland Front Committee of Hung Phuc Ward (Vinh City) said: According to regulations, the position of Chairman of the Vietnam Fatherland Front Committee at the commune level is a member of the Standing Committee of the Party Committee; and the position of Vice Chairman of the Vietnam Fatherland Front Committee at the commune level is a non-professional worker, not a civil servant; while the deputy heads of socio-political organizations at the commune level have many opportunities to be appointed to the position of head of socio-political organizations at the commune level, so it is very disadvantageous for the non-professional vice chairmen of the Front.

Regarding this content, Provincial Party Secretary Thai Thanh Quy shared the thoughts of the delegates. In practice in Nghe An, there are some Vice Chairmen of the Fatherland Front at the commune level who are qualified to be recruited as civil servants, trained, strived and elected as Chairmen of the Fatherland Front Committee at the commune level, but the number is still small.

From the perspective of the head of the provincial Party Committee, Comrade Thai Thanh Quy accepted and will soon direct the district and commune Party Committees to pay close attention to the position of Vice Chairman of the Fatherland Front Committee; at the same time, the cadres taking on this position also need to continuously study and prepare to be qualified for recruitment into civil servants, and then be elected as Chairman of the Fatherland Front Committee at the commune level.

Mr. Vo Ba Mau - Secretary and Head of the Working Committee of Yen Hoa block, Ha Huy Tap ward, Vinh city proposed to consider increasing the support level for the Working Committee of the Front, taking into account the population size.

Regarding this issue, Provincial Party Secretary Thai Thanh Quy requested the leaders of the Provincial People's Council to accept and the Provincial Vietnam Fatherland Front Committee to conduct a thorough review to consider, study and adjust to suit practical conditions the level of support for the Front Work Committee, taking into account the population size criterion.
