The Ministry of Home Affairs is seeking public comments on the draft Decree regulating standards for positions of civil servants in leadership and management positions in State administrative agencies with specific criteria on work experience to avoid "lightning-speed" appointments.

Standard regulations for 19 leadership positions

The subjects of regulation of this draft Decree are civil servants in state administrative agencies in ministries, ministerial-level agencies; People's Committees of provinces and centrally run cities; People's Committees of districts, towns, provincial cities, and centrally run cities, including 11 groups of positions (from deputy ministers to heads and deputy heads of departments at districts).

The draft decree proposes common standards for leadership and management positions, including: General standards on political ideology; general standards on ethics, lifestyle, sense of organization and discipline; and general standards on health and age. These contents are built on the basis of the framework of standards for leadership and management positions in Regulation No. 89-QD/TW.

The draft also clearly stated the standards for each title of civil servant in the state administrative agency, including 19 titles: Deputy Minister, Deputy Head of a ministerial-level agency; Director General and equivalent of a ministry; Deputy Director General and equivalent of a ministry; Department Head and equivalent of a ministry; Deputy Department Head and equivalent of a ministry; Department Head and equivalent of a General Department; Deputy Director of a General Department and equivalent of a General Department; Department Head and equivalent of a ministry; Deputy Director of a General Department and equivalent of a ministry; Deputy Director of a General Department and equivalent of a ministry; Department Head and equivalent of a ministry; Department Head and equivalent of a ministry; Deputy Director of a General Department and equivalent of a ministry; Deputy Director of a General Department and equivalent of a ministry; Department Director and equivalent of a provincial department; Deputy Director of a provincial department and equivalent of a provincial department; Head of a department and equivalent of an organization under a ministry; Deputy Head of a department and equivalent of an organization under a ministry; Head of a department and equivalent of a ministry; Head of a department and equivalent of a department; Deputy Head of a department and equivalent of a department; Head of a department and equivalent of a district department; Deputy Head of Department and equivalent in district.

The standards for each position are designed to include 4 groups of standards: 1. Position; 2. Capacity; 3. Work experience; 4. Qualifications.

Recommended 3 years of work experience

Regarding work experience, the Ministry of Home Affairs said that according to Regulation No. 214-QD/TW and Regulation No. 89-QD/TW of the Politburo on general standards for the position of deputy minister and leadership and management positions at all levels, it is required that cadres and civil servants have experienced and successfully completed the responsibilities and tasks of key leadership and management positions at the direct subordinate level.

However, the Politburo has not yet specified the specific time period for holding key leadership and management positions at direct subordinate levels.

Therefore, to avoid "lightning-speed" appointments and ensure the principle of evaluating cadres and civil servants in the last 3 years when considering appointments, the Ministry of Home Affairs proposes that the time to hold key leadership and management positions at the direct subordinate level must be 03 years or more.

No foreign language proficiency requirements

Regarding foreign language proficiency standards, the Ministry of Home Affairs stated in Resolution No. 26-NQ/TW of the 7th Central Conference of the 12th tenure that the target is: By 2030, 40-50% of strategic-level cadres will be capable of working in an international environment; 50-60% of leaders and managers at the General Department, Department, Division, Division and equivalent levels at the Central level will be capable of working in an international environment; 25-35% of leaders and managers at the local level will be capable of working in an international environment.

However, according to the Ministry of Home Affairs, Regulation No. 214-QD/TW and Regulation No. 89-QD/TW of the Politburo only require necessary and appropriate IT and foreign language proficiency. Therefore, to be consistent with the current practice of personnel work, the Ministry of Home Affairs proposes not to specify requirements on IT and foreign language proficiency in this draft Decree but will implement them according to the regulations of each ministry, branch, and locality (including cases where regulations on the use of ethnic languages ​​​​instead of foreign language standards) are appropriate.

The training and improvement of foreign language proficiency for cadres, civil servants and public employees at all levels will be implemented according to a separate plan according to the requirements of Resolution No. 26-NQ/TW and Decision No. 1659/QD-TTg of the Prime Minister.
