Prison officers rented cars from people and then sold them.
As a police officer at a detention camp in Yen Lam commune, Yen Dinh district, Thanh Hoa province, Vo Viet Phuong abused trust, rented cars from people, sold them to pay debts and spend money.
This scammer is Vo Viet Phuong, born in 1988, residing in village 2, Hoang Long commune, Thanh Hoa city, formerly a police officer at a detention camp under the Ministry of Public Security, stationed in Yen Lam commune, Yen Dinh district.
In April 2018, Vo Viet Phuong went to the house of Le Quoc Dat, born in 1991, Thac Qua village, Yen Truong commune, Yen Dinh district to rent a pickup truck with license plate 36C -24273. Phuong left 12 million VND and a Jupiter brand motorbike, 1 ID card as collateral to rent the car from April 18 to May 6, 2018, at a price of 2 million VND/day.

After that, Phuong drove the car to Pham Ngoc Duong's house in Quang Thang ward, Thanh Hoa city, then contacted Hoang Dat Chien in Nam Ngan ward, Thanh Hoa city to sell the car for 500 million VND. The two sides made the car sale papers, then Phuong took 300 million VND in advance, and promised to bring the car papers 1 month later to get another 200 million VND. Phuong used all the 300 million VND he got from selling the car to pay off debts and for personal expenses.
After the car rental period expired and he could not contact Phuong, the car owner filed a complaint with Yen Dinh District Police, requesting clarification of the detainee police officer's fraudulent behavior of renting the car and not returning it.
Using a similar trick, on March 14, 2018, Vo Viet Phuong also went to the house of Nguyen Thi Hoa, born in 1978, residing in Zone 4, Quan Lao town, Yen Dinh district, to rent a car with license plate 36C-15926, Mazda BT50, pickup truck with cabin, blue paint.
Then, Phuong sold the above car to Mr. Cao Van Hung, born in 1970, residing in Dong Ve ward, Thanh Hoa city, for 350 million VND, taking 250 million VND in advance and the remaining 100 million VND, promising to take it all back one month later when he brings the car documents.
On the appointed day, Phuong did not bring the vehicle registration and could not contact Phuong, so Hung sold the car to a person in Nghe An for 260 million VND.
When the car rental period ended and Phuong did not return the car, Ms. Nguyen Thi Hoa filed a complaint against Phuong to Thanh Hoa Provincial Police for fraud and property appropriation.
Through signature verification, the car rental contract and car sale papers were both written and signed by Phuong.
On July 23, 2019, the Thanh Hoa Provincial Council for Asset Valuation in Criminal Proceedings issued Conclusion on Asset Valuation No. 17/BB-HDDG, stating: The remaining value of the above-mentioned car as of the date of the incident is 510 million VND.
Based on the complaint, together with the collected evidence, the Procuracy decided to approve the prosecution of the case and prosecute the accused Vo Viet Phuong for the crime of "abuse of trust and appropriation of property" according to the provisions of the Criminal Procedure Code.
On November 7, 2019, the People's Court of Thanh Hoa province held a public first-instance trial of the case of "abuse of trust and appropriation of property" of this citizen. After the interrogation and conviction, the People's Court of Thanh Hoa province sentenced Vo Viet Phuong to 12 years in prison.
