On the evening of August 2, according to Nghe An Newspaper reporters, there were hundreds of people and vehicles crowded in one lane next to the Ben Thuy 2 bridge control point (Hung Loi commune, Hung Nguyen district). All of these people had just traveled from the epidemic center to their hometown in Nghe An by motorbike. At the Ben Thuy 2 bridge control point, they had to stop to make a medical declaration, take a quick Covid-19 test, and then register to be transferred to the district. Acknowledging the chaos, an officer on duty at the Ben Thuy 2 bridge checkpoint said that the cause was partly due to a lack of overall leadership. "There are many forces on duty here. From medical staff, to police, military, traffic inspectors..., but no one has overall leadership, everyone does their own thing.
