There were four topics to be reported on and discussed at the meeting: Draft Resolution of the Provincial People's Council amending and supplementing Resolution No. 52/2012/NQ-HĐND stipulating some policies on population and family planning; Draft Resolution of the Provincial People's Council on the content and level of expenditure for implementing grassroots mediation work; Draft Directive of the Provincial Party Standing Committee on strengthening the Party's leadership over social policy credit; Draft Decision authorizing the People's Committees of districts, cities, and towns to organize the review and approval of land use exemptions and reductions for beneficiaries who are people with meritorious services to the revolution.

| Mr. Tran Khac Hung, Director of the Provincial Social Policy Bank, presented the draft Directive of the Provincial Party Standing Committee on strengthening the Party's leadership over social policy credit. |
Based on a review of the results of the three-year implementation of Resolution No. 52, by 2014, the rapid population growth rate had been basically controlled, and key indicators such as the crude birth rate, the rate of third or subsequent births, and the population growth rate all decreased compared to 2012. However, the birth rate and the rate of having a third or subsequent child remain high; the gender imbalance ratio is still at an alarming level (113 boys/100 girls).
To enhance the effectiveness of implementing the Population and Family Planning goals, in line with the development situation and reality, it is deemed necessary to supplement and amend the Provincial People's Council Resolution on Population and Family Planning in the following areas: policies on rewards and sanctions for violations by units, collectives, and individuals who perform well or violate the Population and Family Planning policy; policies on supporting collaborators at the grassroots level; and funding for population programs.

Also related to the task of caring for social welfare, the Provincial Party Standing Committee's Directive on strengthening the Party's leadership over social policy credit focuses on improving credit quality, especially in high-altitude mountainous districts under category 30a. The Directive outlines four key tasks: Strengthening the leadership and guidance of Party committees and government; Enhancing the role and responsibility of the Fatherland Front and socio-political organizations in implementing social policy credit; Proactively concentrating resources and improving policy mechanisms; and Improving the capacity and effectiveness of the Social Policy Bank at all levels. Appropriate attention and coordinated participation from Party committees, government agencies, and relevant departments and organizations are necessary to ensure that social credit activities truly become an effective tool in achieving sustainable poverty reduction.

Comrade Le Xuan Dai - Standing Vice Chairman of the Provincial People's Committee - concluded that social security is an extremely important task, directly related to the interests of the people and the foundation for a developing economy. All levels and sectors need to pay attention and coordinate to ensure social security through population work, reconciliation work, poverty reduction, policies for people with meritorious services, etc., in order to improve the quality of life and build a humane and healthy society.
