Need to focus on ensuring social security

(Baonghean.vn) - On the afternoon of April 21, the Provincial People's Committee held the last session of its regular meeting in April 2015. Comrade Le Xuan Dai - Standing Vice Chairman of the Provincial People's Committee chaired the meeting, with members of the People's Committee, Standing Committee of the People's Council, and representatives of departments, branches and sectors attending the meeting.

Comrade Le Xuan Dai - Permanent Vice Chairman of the Provincial People's Committee chaired the meeting.

Comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Committee said that it is necessary to enhance the role of socio-political organizations in mobilizing and propagating social policy credit.

Comrade Dinh Thi Le Thanh - Vice Chairman of the Provincial People's Committee agreed with the proposal to increase the level of rewards and encourage collectives and individuals who perform well in population and family planning work.

Comrade Bui Dinh Long - Director of the Department of Health presented the Draft to amend and supplement Resolution No. 52 of the Provincial People's Council on a number of population and family planning policies.

Comrade Hoang Thi Dung - Deputy Director of the Department of Finance presented the draft Decision authorizing the People's Committees of districts, cities and towns to decide on land use fee exemption and reduction for meritorious subjects.

There are 4 contents reported and consulted at the meeting: Draft Resolution of the Provincial People's Council amending and supplementing Resolution No. 52/2012/NQ-HDND regulating a number of population and family planning policies; Draft Resolution of the Provincial People's Council on expenditure content and expenditure levels for implementing mediation work at the grassroots level; Draft Directive of the Provincial Party Committee Standing Committee on strengthening the Party's leadership over social policy credit; Draft Decision authorizing the People's Committees of districts, cities and towns to organize the review and Decision on land use exemption and reduction for people with revolutionary contributions.

Mr. Tran Khac Hung - Director of the Provincial Social Policy Bank presented the draft Directive of the Provincial Party Committee on strengthening the Party's leadership over social policy credit.

Based on the review of the results of 3 years of implementing Resolution No. 52, by 2014, the rapid population growth rate had been basically controlled, key indicators such as crude birth rate, third and subsequent birth rate, and population growth rate all decreased compared to 2012. However, the birth rate and third and subsequent birth rate remained high; the gender imbalance rate remained at an alarming level (113 boys/100 girls).

To improve the effectiveness of implementing the Population - Family Planning target, in accordance with the development situation and reality, it is necessary to supplement and amend the Resolution of the Provincial People's Council on Population - Family Planning in the following contents: reward policy and sanctions for violations against units, groups and individuals that implement well or violate the Population - Family Planning policy; support policy for collaborators at the grassroots level; investment funds for the population program.

Comrade Nguyen Thi Que Anh - Deputy Director of the Department of Justice presented the draft Resolution of the Provincial People's Council on the content and expenditure level for grassroots mediation work.

Colonel Ha Tan Tien - Commander of the Provincial Military Command said that there should be a policy to encourage collaborators to improve the quality of propaganda on population and family planning.

Also related to the task of caring for social security, the Directive of the Provincial Party Standing Committee on strengthening the Party's leadership over social policy credit focuses on improving credit quality, especially in mountainous districts in the 30a area. The four tasks set forth in the Directive are: Strengthening the leadership and direction of Party committees and authorities; Enhancing the role and responsibility of the Fatherland Front and socio-political organizations in implementing policy credit; Proactively concentrating resources and perfecting policy mechanisms; Improving the capacity and operational efficiency of Social Policy Banks at all levels. There must be due attention and coordination of Party committees, authorities, sectors and organizations so that social credit activities are truly an effective tool in implementing the task of sustainable poverty reduction.

Comrade Le Thi Tam - President of the Provincial Women's Union said that it is necessary to promote population and family planning work, aiming for gender equality.

After listening to the presentations and comments, the meeting unanimously approved the above contents. Comrade Le Xuan Dai - Permanent Vice Chairman of the Provincial People's Committee concluded that social security is an extremely important task, directly related to the interests of the people and is the foundation for a developed economy. All levels and sectors need to pay attention and coordinate to ensure social security through population work, reconciliation work, hunger eradication and poverty reduction, policies for people with meritorious services, etc. to improve the quality of life and build a humane and healthy society.
