(Baonghean.vn) - Giving opinions on the draft Law on Denunciation (amended), delegates suggested that it is necessary to clearly define the responsibility of the denouncer to avoid widespread denunciation and have strong enough sanctions to handle those who make false denunciations.

On the afternoon of May 16, the Provincial National Assembly Delegation held a Conference to collect comments on the draft Law on Denunciation (amended).

Attending the conference were comrade Nguyen Huu Cau - Member of the Provincial Party Committee, Director of the Provincial Police; delegates of the 14th National Assembly of Nghe An province; representatives of departments, branches, leaders of the People's Committees of Vinh City, Hung Nguyen, Nam Dan, Nghi Loc districts and Cua Lo town. Comrade Tran Van Mao - Deputy Head of the Provincial National Assembly Delegation chaired the conference.

The 2011 Law on Denunciation has 8 chapters and 50 articles; the revised Law on Denunciation currently has 9 chapters and 64 articles.

At the conference, many delegates agreed that the Law on Denunciation (amended) has overcome the limitations of the previous Law to meet practical requirements.

However, delegates also made many recommendations to add to the draft, focusing on a number of contents such as: it is necessary to clearly define the responsibility of the whistleblower to avoid widespread denunciations, there should be strong enough sanctions to handle those who make false denunciations, the statute of limitations for denunciations should be reviewed, a provision should be added to regulate the authority to resolve denunciations of cooperatives, and forms of denunciation should be diversified to facilitate and protect whistleblowers, etc.

Regarding Clause 2, Article 54 of the Draft on the responsibilities of the Fatherland Front; delegates expressed their opinions that it is necessary to clearly stipulate in which cases the Fatherland Front will forward the complaint to the competent authority for settlement, avoiding the situation of taking advantage of this agency to make complaints beyond the level.

Regarding point a, clause 1, Article 22, the delegates said that in the initial reception and processing of denunciations, there should be an open provision for cases where identity cannot be verified because in reality, the 15-day period for resolving this case is unreasonable. In addition, the delegates also recommended that the explanation of terms and concepts should be more rigorous.

On behalf of the National Assembly delegation of the province, comrade Tran Van Mao - Deputy Head of the National Assembly Delegation received the opinions of the delegates and will synthesize and send them to the drafting agency to study and complete the Draft Law, submit it to the National Assembly for consideration and approval at the next session./.
