Reporter: In the Political Report presented to the 12th National Congress on the morning of January 21, General Secretary Nguyen Phu Trong emphasized that in the coming time, we must build a Party that is strong in politics, ideology, organization and ethics. What do you think about this issue?

Comrade Nguyen Huu Lam: In the General Secretary's speech on the content of building a strong Party in terms of politics, ideology, organization and ethics, I find this completely correct because ethics is the root of a cadre. Uncle Ho once advised that a cadre with virtue but no talent will find it difficult to do anything, but on the contrary, talent without virtue is useless. While our current cadre team, besides talented and virtuous people working for the common cause, has a large number of cadres who have degraded ethics and ideology. Therefore, I find the General Secretary's emphasis on ethics to be completely correct. And I sincerely hope that building a Party is not only strong in politics and ideology, but each cadre must also take care of ethics and lifestyle so that each cadre and party member is an example for the masses to follow.

PV: To improve the quality of grassroots cadres to meet the current new situation, what tasks need to be focused on in the next term, comrade?

Comrade Nguyen Huu Lam: I think the grassroots cadre team is very important, because they are directly connected to the people and are the place to directly implement the Party's policies and guidelines into life. So I think it is necessary to improve the quality of grassroots cadres, take care of training and fostering this team not only in politics, but also in professional expertise. At the grassroots level, the most important issue that needs attention now is the capacity to manage the State, the method of approaching the masses so that cadres understand the aspirations of the people, thereby orienting the work of effective practical leadership and direction. At the same time, it is necessary to focus on training and fostering according to positions, for example, what areas should be trained and fostered for the position of chairman, what areas should be trained and fostered for the secretary doing party building work, and the same goes for mass organizations.

I think that if the grassroots political system wants to be strong, first of all the party organization must be strong, acting as the political nucleus, not only the party organization must be strong but the organizations in the political system must focus on building them strong. If we are strong from the grassroots, from the people, then we will succeed in everything.

Reporter: Also in the General Secretary's speech before the Congress, it was mentioned that in the coming time, there will be a pilot program to allow people to directly elect a number of leadership positions at the grassroots and district levels; and a pilot program to merge a number of agencies with overlapping functions and tasks. What do you think about this issue?

Comrade Nguyen Huu Lam: I have many years of experience as a grassroots cadre and in organizational work, and I find that direction to be completely correct. One is how to build a streamlined, effective, and efficient apparatus. The issue of unifying a position at the district level is completely correct, but it must be done synchronously from the grassroots level to the entire system. The recent pilot practice has achieved some good results, but the management is somewhat confusing, because the upper level follows the old model but the lower level implements unification.

Personally, I highly agree with the issue of directly electing some positions at the grassroots level because the people are very close to the cadres, attached to the cadres, understand the cadres, and evaluate those cadres, so direct election is very correct, we should carry out and strive to do it. As for the district level and above, in my opinion, there must be a process of promoting democracy, providing a necessary amount of information so that the people understand their cadres so that their right to choose to elect the right person.

Regarding the merger of some agencies with overlapping functions and tasks, we, the people working in the organization, have long wanted this, because in fact we talk about streamlining the payroll, but we have to reduce the apparatus in a way that unifies some organizations with similar functions such as the inspection committee with the inspectorate, the organization with the internal affairs... from there, clearly defining job positions, associated with streamlining the payroll, improving the effectiveness and efficiency of the apparatus, then it will be good.
