(Baonghean.vn) - On the afternoon of December 18th, within the framework of the 15th session of the Council, discussion group No. 7, comprising units from Cua Lo Town, Hoang Mai, and Thai Hoa, held a lively discussion on socio-economic targets for 2016.

Attending the discussion were comrades: Le Xuan Dai - Member of the Standing Committee of the Provincial Party Committee - Vice Chairman of the Provincial People's Committee; Le Minh Thong - Member of the Standing Committee of the Provincial Party Committee - Chairman of the Provincial Inspection Committee; Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee. Comrade Le Phuc An - Member of the Provincial Party Committee - Deputy Secretary of the Town Party Committee - Chairman of the People's Committee of Thai Hoa Town, chaired the discussion.

During the discussion, delegates focused on the socio-economic targets outlined in the council's report. Accordingly, delegates highlighted the difficulties and challenges in achieving these economic development targets in the area.

Comrade Mai Văn Minh, Vice Chairman of the People's Council of Cua Lo Town, raised concerns about the slow implementation of projects in the area.

Representative Mai Van Minh, Vice Chairman of the People's Council of Cua Lo Town, stated that several projects in the area, such as the BM sit and Hong Thai projects, have not been implemented, affecting the town's socio-economic targets. He noted that prime land in the town has long been left vacant due to these stalled projects. Furthermore, he suggested that the province should address the issue of compensation for land clearance for people in project areas to ensure their peace of mind for production and stable livelihoods.

Representative Pham Quang Toan from Thai Hoa town commented that the land reclamation from the Song Hieu farm for TH Group's projects has no set deadline, causing difficulties for people in continuing to invest in intensive production. In addition, the compensation policy for the impact of the Song Sao project on Dong Hieu and Nghia My communes needs to be resolved definitively.

The continued existence of "stalled" projects and the lack of support from the construction units for relocating electrical infrastructure in Hoang Mai town are creating difficulties in investing in lighting and drainage systems, affecting traffic safety in the area. This was a point raised during a discussion in Group 7 by delegate Doan Hong Vu, Secretary of Hoang Mai Town.

Regarding some comments on stalled projects and land clearance work in the province, Mr. Huynh Thanh Dien, Vice Chairman of the Provincial People's Committee, stated that the province has revoked 11 out of 70 projects, and that the adjustment of projects and the difficulties faced by investors also require local authorities to share the burden. He also noted that revoking projects faces certain difficulties because it takes up to 24 months after the required procedures have been reviewed and assessed.

Regarding the implementation of policy support in land clearance for projects in Hoang Mai Town, Thai Hoa Town will pay attention to and propose funding sources for items such as lighting in Hoang Mai Town, and request TH Group to support compensation and resettlement funding for land acquisition projects at Song Hieu farm.

During the discussion, Comrade Le Xuan Dai - Member of the Standing Committee of the Provincial Party Committee - also expressed his opinion: in 2015, 24 out of 27 targets were met, while 3 targets were not met, including: the growth rate of service production value, the number of national standard schools, and the slow progress in assessing and recognizing communes that meet the new rural standards.

He also stated that the issue of allowing districts and towns to establish land auction councils had been proposed by some delegates, and the province would study it according to the new guidelines of the Ministry of Justice.

The six opinions expressed in the group meeting were compiled by the Provincial People's Council Secretariat to be used in the questioning session during subsequent working sessions of the meeting.
