(Baonghean) - Over the years, Do Luong district has achieved many results in the rotation of cadres, linked with training and development of cadres in the planning process, contributing to helping localities boost economic and social development. Do Luong is also the first unit directed by the Provincial Party Committee to pilot the model of "horizontal" cadre rotation. That is, the secretary or chairman of the People's Committee of one commune will be rotated to another commune in a similar position and vice versa. Regarding this issue, a reporter from Nghe An Newspaper had an interview with Comrade Truong Hong Phuc - Provincial Party Committee member - Secretary of the Do Luong District Party Committee.

Reporter:Comrade, based on our observations, Do Luong district has achieved encouraging results in the rotation of cadres. Could you please share some lessons learned in this area?

Comrade Truong Hong Phuc:We consider the rotation of cadres as one of the important tasks of organizational and personnel work. Therefore, it must be prepared very carefully, from the stage of developing proposals and plans to thoroughly disseminating them within the Party committee, between the district level and the grassroots level to create high consensus and unity.

At the same time, based on the capabilities and strengths of each officer and the requirements of each locality, position, and job title, we implemented a rotation plan. Based on that, we publicly compiled a list of officers eligible for rotation. This means that the officers on that list must recognize their responsibility and be ready to accept the assignment. Simultaneously, we surveyed and understood the needs of the localities requiring officers for rotation. During this process, we thoroughly assessed the local situation, worked closely with the Party committee and government, and held meetings between the military, civilians, and government officials regarding this work, fostering consensus from the outset.

In fact, we have conducted transfers of 7 comrades from the district to the communes, transfers of 12 comrades between district-level departments and offices, and horizontal transfers of 6 comrades who are secretaries, chairmen, and deputy secretaries of the Party committees between 6 communes. Horizontal transfers between communes raise the issue that, in their new positions, cadres need to have appropriate methods and approaches. This allows cadres to prove themselves and unleash their creativity and dynamism.

Through this work, cadres transferred to grassroots levels are able to immerse themselves in vibrant realities, accumulate experience, enhance their awareness, and harmoniously integrate theory and practice to build a comprehensive leadership approach.

Reporter:What solutions has the Do Luong District Party Committee implemented to rotate cadres?

Comrade Truong Hong Phuc:To bring cadres to the grassroots level and place them in positions where they are capable, we have arranged for their rotation to key positions such as Party Secretary, Chairman, and Deputy Party Secretary in communes. This process must be linked to reviewing and evaluating the cadre team, especially mid-term evaluations; and the rotation of cadres must be combined with the rational arrangement of cadres at the grassroots level. The goal is to ensure that when cadres are transferred to communes, it does not cause major disruptions to the organizational structure at the grassroots level. This requires thorough surveys to determine which areas need increased cadres and which do not, in order to make appropriate arrangements.

Furthermore, when rotating cadres to grassroots levels, it is necessary to create a high level of consensus among the Standing Committee and the Executive Committee of the Party Committees of the communes and districts, with regular attention, encouragement, and support. Periodically, every quarter, the Standing Committee of the District Party Committee will work with the rotated cadres to understand their situation, thoughts, and information, and make timely adjustments. At the end of the year, a specific evaluation and review will be conducted, thereby helping cadres build a solid foundation, giving them confidence, and providing timely encouragement to achieve good results.

Reporter:In many localities, including Do Luong district, there is a current situation where when heads or deputy heads of district-level departments are transferred to communes, they retain their old salaries, titles, and positions. This creates difficulties for the district in arranging and assigning personnel and work in the areas where the transferred officials are located. In your opinion, what solutions are needed to address this issue?

Comrade Truong Hong Phuc:At the provincial level, the area is vast, and the number of staff at subordinate units is very large. However, at the district level, from the District Party Committee, People's Committee, Fatherland Front, and other organizations, the staff is limited to only 150 people. Therefore, when transferring or rotating staff, if a head of a department, division, or deputy head leaves, it is very difficult to promote someone else to replace them. In principle, when a staff member returns from a rotation at the grassroots level, they should be considered for a higher position according to the plan. However, in reality, higher positions are not always replaceable, and there are no additional staff or salary funds. Therefore, we must maintain the old position, salary, and allowances so that when the staff member returns after completing the rotation, they still hold at least the same position as before going to the grassroots level. This is our biggest concern.

However, to avoid complacency, we specifically instructed the transferred cadres that they must understand that going to the grassroots level for training and development ensures a firm grasp of both theory and practice, and provides a solid foundation for advancement to higher positions. At the same time, they must strive to excel, because when they leave, others in their old unit will be working to fill their responsibilities. Therefore, skillfully combining cadre training and development while ensuring continuous work is a challenging issue.

Reporter:Currently, we haven't established a specific regulation or policy for the rotation of officials. What are your thoughts on this matter?

Comrade Truong Hong Phuc:Cadre rotation is a crucial step in the planning, training, development, evaluation, and utilization of cadres. Therefore, standards need to be established. In my opinion, this could be a standardized plan or project to prevent inconsistent application of mechanisms and policies across different localities. Such inconsistent application can lead to deviations, errors, or even excesses. We urgently need guidance or regulations with standardized procedures from the competent authorities. Like many other districts, we have been studying and applying existing regulations to implement cadre rotation. Therefore, we earnestly hope for a specific set of regulations in this area to ensure consistency within the political system when carrying out cadre rotation.
