d) Natural, economic and social conditions of provincial administrative units;
d) Current status of land use, land fluctuations, land quality, land potential and results of implementing the previous land use planning of the province;
e) Land use needs and capabilities of sectors, fields and localities; public investment resources and other resources;
g) Scientific and technological advances related to land use.
