Need to assess the impact of Program 135 on socio-economic development

After 5 years of implementing policies, programs and projects for socio-economic development in the province, including Program 135 Phase III, the ethnic minority mountainous areas of Nghe An province continued to develop; the material and spiritual life of the ethnic minority areas with special difficulties continued to improve and increase, gradually reducing the development gap between regions and ethnic groups in the province; The poverty rate in ethnic minority and mountainous areas decreased from 31.35% in 2011 to 16.54% in 2015; there were basically no more hungry households.

Based on Program 135, agricultural production in difficult mountainous areas has gradually shifted from self-sufficiency to commodity production, forming many concentrated production models, bringing high economic value. Infrastructure works such as: traffic, schools, medical stations, domestic water systems, community cultural houses have been built and put into use, contributing to solving difficulties for people, creating conditions for socio-economic development, hunger eradication and poverty reduction.
However, to date, the poverty rate in particularly difficult communes, villages and hamlets, and the rate of re-poverty remain high. The rate of newly poor households has decreased by 2.94%, lower than the target of 4%/year set by the Program. The average income per capita/year in mountainous areas remains low, only 50% of the average compared to rural areas.

Many comments were contributed to the draft, focusing on solutions to overcome difficulties and shortcomings so that Program 135 can be effective in the next phase, such as: needing to maximize creativity, self-reliance and self-reliance of the entire community, promoting capital contributions from agencies, businesses and individuals for programs for the poor; needing to enhance the management and supervision role of projects and works under Program 135 by local authorities and people.
Concluding the working session, comrade Hoang Viet Duong emphasized that this is an important national target program, therefore, it is necessary to clearly demonstrate the requirements and objectives, accurately and specifically assess the advantages and difficulties in the implementation process and the impacts of Program 135 on socio-economic development in mountainous areas and ethnic minorities./.
