Need to speed up the progress of building new fishing boats according to Decree 67/CP
(Baonghean.vn) - On the afternoon of April 14, the Provincial People's Committee held a conference to discuss measures to speed up the implementation of Decree 67/2014/ND-CP.
Comrade Dinh Viet Hong – Vice Chairman of the Provincial People’s Committee chaired the conference. Attending the conference were representatives of provincial departments, leaders of Quynh Luu, Hoang Mai, Dien Chau, Nghi Loc districts and Cua Lo town.

Nghe An currently has 3,966 fishing vessels with a total capacity of nearly 450,000 CV. Implementing Decree 67/2014/ND-CP, the Provincial People's Committee has approved 68 vessels eligible for loans to build new fishing vessels and logistics services for offshore fishing. Of which, fishing vessels: 34 wooden-hulled vessels, 1 composite-hulled vessel, 31 steel-hulled vessels and 2 newly built fishing logistics service vessels (steel-hulled). To date, 12 wooden-hulled vessels have been built. Currently, commercial banks have received and are processing 4 steel-hulled vessels and 3 wooden-hulled vessels. Regarding fishing vessel insurance policy, by March 31, 2015, insurance premiums have been collected for over 8.7 billion VND, of which people contributed 1.370 billion VND, the rest is supported by the state budget. The number of fishing vessels participating in insurance is 573/1,271 vessels, reaching 45%; the number of crew members participating is 5,288/14,279 people, reaching 37%.

According to the assessment, the progress of implementation according to Decree 67 is currently slow. The selection of fishing vessel design models is currently facing many difficulties. There are 21 steel-hulled vessel models but they are not suitable for the reality of production at sea, especially for fishing, most ship owners have to adjust the design or redesign. Fishermen lack counterpart funds, the repayment period is short (for steel-hulled vessels), so most ship owners find it difficult to repay the debt.
In his concluding remarks at the conference, comrade Dinh Viet Hong emphasized that Nghe An province has taken early action to implement Decree 67, but so far the progress has been slow. Therefore, to speed up the progress, the Department of Agriculture and Rural Development is requested to advise the province to reorganize the working group for the Steering Committee, continue to approve the list of eligible subjects to implement the policy according to the Decree, and urge Pjico Nghe An Insurance Company to speed up the progress of insurance exploitation to ensure the rights of fishermen during the rainy and stormy season. Direct the Sub-Department of Exploitation and Protection of Aquatic Resources to support fishermen in adjusting the design (for iron-hulled vessels), selecting vessels according to the province's sample design after being approved by the Directorate of Fisheries (for wooden-hulled vessels). People's Committees of coastal districts and towns need to guide fishermen to register and appraise loan applications for building new, upgrading and converting fishing vessels according to the announced targets; The State Bank directs commercial banks to arrange capital sources and staff to guide loan procedures quickly and ensure capital safety...
