On the afternoon of December 14, within the framework of the 17th Provincial People's Council session, discussion group No. 7 including units: Cua Lo town, Hoang Mai, Thai Hoa had a lively discussion on many important issues of the province.
Attending the discussion were comrade Nguyen Xuan Son - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council. Representatives of the Department of Construction, Department of Information and Communications, Provincial People's Court, Provincial Fatherland Front Committee, Department of Statistics, Provincial Cooperative Union, Provincial Fire Prevention and Fighting Police. Delegate Ho Phuc Hop - Head of the Provincial Party Committee's Propaganda Department, expressed concern about the outstanding debt of basic construction. Many projects have been under construction for many years, the works have been completed and put into use, but the government has not yet paid the debt to the contractor. Therefore, the Provincial People's Committee is requested to come up with solutions to limit the outstanding debt of basic construction.

Delegate Hop also said that currently the whole province owes about 700 billion VND in NTM construction, this is a very large number, so the province needs to have solutions to solve the above situation. Some communes still owe criteria in NTM construction, some criteria have been met but the quality of the criteria is decreasing. Should we remove from the list of NTM standard communes that owe criteria, or reduce criteria or not?
Regarding the issue of slow-moving construction projects, delegate Tran Van Hung - Commander of the Provincial Military Command proposed: When implementing construction projects in the area, the Provincial People's Committee needs to have specific assessments and inspections. When there are opinions from the people, they must be resolved thoroughly to avoid affecting the political security situation in the province.

Regarding this issue, delegate Ho Phuc Hop added that there are currently many projects that the province has approved for investment, even projects that the province has approved for investment since 2009, but until now they are still fenced with barbed wire and inactive. Therefore, the Provincial People's Committee needs to inspect and review to recover projects that are not implemented or behind schedule, to avoid wasting land resources.
“Public opinion is very concerned about construction licensing and construction discipline management. Investors who disregard discipline to build without a license must be severely punished,” delegate Hop emphasized.
Delegate Tran Duy Ngoan - Chairman of Nghe An Journalists Association said that the construction of many hydroelectric projects in mountainous districts has greatly affected people's lives, with floods in the rainy season and droughts in the summer. Therefore, investors must have appropriate support policies for people in affected areas; the Provincial People's Committee must consider whether to build more hydroelectric projects or not?

Delegate Ngoan also wondered that currently in Vinh city there are many apartment buildings but there are no auxiliary buildings such as schools and parking lots. The apartments are built close together, the land fund is too small, and the service quality is poor. Voters suspect that there are group interests in the construction of apartments?
Contributing opinions and explaining issues of concern to voters, delegate Vo Duy Viet - Director of the Department of Natural Resources and Environment said: In addition to effective projects, there are a number of projects that are slow to implement and have violated legal regulations. In 2016, the province revoked 13 projects and the departments are advising the Provincial People's Committee to continue to revoke 12 projects that are slow to implement and have violated regulations.
