Among the issues mentioned above, it must be recognized that personnel work holds a particularly important position, as it is a strategic human resources issue for the Party. No matter how correct and profound the resolutions adopted by the new term's congress may be, without a team of cadres with sufficient virtue and talent to guide their implementation, those resolutions will be difficult to put into practice. Furthermore, personnel work involves specific individuals, specific units, and specific fields, and often gives rise to difficult situations regarding personnel matters; therefore, it cannot be done simply or hastily. Consequently, it is normal for Party committees at all levels to invest considerable time and effort in personnel work during the preparation for the congress. It is inaccurate to assume that the content of the documents was neglected during the preparation for the Party Congress due to the focus on personnel matters. The draft documents are meticulously prepared by the content subcommittee, discussed numerous times within the Party committee, and widely disseminated to cadres, Party members, and the people. Throughout this process, scientists, intellectuals, veteran revolutionary cadres, and the people contribute many insightful and heartfelt opinions. By the time they are presented to the Congress, the documents have become the product of collective intelligence, no longer bearing the imprint of any single individual. This is a field of scientific inquiry, not influenced by group or local interests, thus ensuring a high degree of objectivity. The key is to employ scientific methods to maximize the collective intelligence in the process of developing the documents for the Congress.

Due to a misunderstanding of personnel work, there are distorted perceptions about Party congresses at all levels, with some even suggesting that the process of Party congresses at all levels is primarily about "arranging" positions for cadres to be included in the Party committees.
