(Baonghean.vn) - According to Associate Professor, Dr. Vu Ngoc Hoang, to control power and fight against signs of degradation and degeneration among cadres and party members, it is necessary to pay special attention to solutions to promote the democratic role of the people.

On the morning of May 31, the Provincial Political School and the Provincial Party Committee's Propaganda Department jointly organized a conference to study and learn topics for reporters and lecturers of Political Schools in the province. Attending the conference were comrade Ho Phuc Hop - Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department; comrade Nguyen Thi Hong Hoa - Member of the Provincial Party Committee, Principal of the Provincial Political School.

The reporters were briefed by Associate Professor, Dr. Vu Ngoc Hoang - Former member of the Party Central Committee, Former Deputy Head of the Central Propaganda Department on the topic: "Practical theory on power and power degeneration associated with preventing degradation in political ideology, ethics, lifestyle, self-evolution, self-transformation among party members and cadres".

According to Mr. Hoang, power belongs to the people, it was so in the beginning, and it will always be so, not to any individual or organization.

Controlling power is first of all to ensure that power always belongs to its rightful owner, that is, to the people, is used for the right purpose, and is not exploited or abused. When power is abused, it will inevitably corrupt the ruling apparatus, and is also the most important cause leading to social moral degeneration.

Over the years, our Party and State leaders have repeatedly proposed policies and called for the fight against corruption and negative “group interests”, and have spent a lot of effort on this difficult and arduous task, but the results have been very limited. The situation of corruption and “group interests” has not only not stopped, but is still quite widespread and complicated, causing social pain and headaches for the country’s leadership agencies.

The most important direct cause of that is the failure to control power well. To put it bluntly and strongly, power is basically uncontrolled, which leads to the degeneration of cadres and organizations in the leadership and management apparatus.

According to Mr. Hoang, power must be controlled by the State power itself, stipulated in the Constitution and related laws on the structure, functions and tasks of the State apparatus, including the separation of powers between the three branches of the legislature, executive and judiciary, which are relatively independent of each other, cross-monitoring and adjusting each other, in order to limit mistakes, or when mistakes occur, they are detected, adjusted and corrected as soon as possible.

At the same time, control power through the widespread implementation of democratic rights; including direct democracy, representative democracy and participatory democracy; through the system of election, promotion and dismissal of officials; information transparency and accountability of organizations and individuals assigned power; supervision by public opinion and the people; freedom of thought and freedom of speech to express the opinions of those participating in governing the country.

The Communist Party of Vietnam has long been aware and has repeatedly affirmed in its Resolutions that power belongs to the people. The people do not directly hold everything, but only hold a number of key issues, the rest is authorized for the State to manage and use power to protect and serve the people, and build a developed nation.

The Party is in power, but the people are the masters and the roots, and the strength of the Party lies in its close ties with the people. And to combat signs of degradation and degeneration, Resolution 4 of the 12th Party Central Committee, Session XII, especially values ​​and promotes the role of the masses in Party building and rectification.

And to control power and fight against signs of degradation, Resolution 4 of the 12th Central Committee has proposed solutions to prevent and push back the degradation of political ideology, morality, and lifestyle among cadres and party members. In particular, the solution to promote the role of the masses is emphasized, because when the people entrust power to cadres, the people themselves have the right to control that power.
