What procedures are required to reissue a lost vehicle registration?
Many readers ask what procedures are needed to re-register a vehicle when they lose their vehicle registration and which agency will re-issue the new registration.

Mr. Nguyen Hoang Quan (Dong Da, Hanoi) asked, due to carelessness he lost his motorbike registration, now he wants to re-register the vehicle, what procedures do he need to do?
Regarding this issue, lawyer Nguyen Ngoc Hung - Head of the Connected Law Office (Hanoi Bar Association) said that in principle, vehicle registration, the vehicle owner is an organization or individual with headquarters and residence (permanent or temporary residence) in a locality, then the vehicle must be registered at the vehicle registration agency in that locality; except for the case specified in Clause 14, Article 3 of this Circular (Article 3 of Circular 24/2023/TT-BCA).
In addition, the commune-level police of districts and towns of centrally-run cities that register automobiles and motorbikes of domestic organizations and individuals with headquarters and residence in the locality are the competent authority to register vehicles according to Point a, Clause 4, Article 4 of this Circular.
Clause 2, Article 16 of Circular 24/2023/TT-BCA stipulates the cases of issuance, re-issuance of vehicle registration certificates, accordingly, when the motorbike registration certificate is lost; the vehicle license plate is lost, the vehicle owner can apply for re-issuance of the vehicle registration certificate.
In addition, according to Clause 8, Article 3 of Circular 24/2023/TT-BCA regulating the issuance and revocation of registration and license plates of motor vehicles (effective from August 15, 2023), in case the vehicle owner changes his/her place of residence from one province or centrally run city to another, he/she is allowed to retain that identification license plate (without having to change the license plate).
Thus, if the vehicle has been registered with an identification number plate, in the case of re-issuing the vehicle registration certificate, the entire online public service can be performed on the website of the Ministry of Public Security's service portal as prescribed in Clause 1 above and the identification number plate will still be kept intact.
Thus, when registering a vehicle in Dong Da district, the vehicle owner can re-register the vehicle online on the Public Service Portal, then wait and receive the re-issued vehicle registration from the public postal service without having to re-issue the license plate regardless of whether the permanent/temporary residence has changed or not.
In case it is not possible to do it directly online, the vehicle owner can go directly to the vehicle registration office at the place of permanent/temporary residence where the vehicle registration was issued to re-apply.
If the vehicle has been registered with a 3-digit or 4-digit license plate, according to Clause 2 of this Article, the vehicle owner will partially perform online public services to be re-issued the vehicle registration certificate, and must change to a designated license plate according to regulations and have the 3-digit or 4-digit license plate revoked.
However, you must go directly to the agency where you registered your vehicle at your permanent/temporary residence to fully declare the contents specified in the vehicle registration form. After checking the vehicle records to ensure they are valid, the vehicle registration agency will reissue the vehicle registration certificate and license plate according to regulations; the vehicle owner will receive the vehicle registration results and license plate at the vehicle registration agency or from the public postal service.
