(Baonghean.vn) - Commenting on the draft Regulation on the authority and responsibility of the heads of organizations, agencies and units in personnel work and personnel management, many opinions said that it is necessary to clarify the responsibility of the head in the process of appointing and introducing candidates.

On the morning of August 21, the Central Organizing Committee held an online conference to contribute ideas to the draft Regulation on the authority and responsibility of heads of organizations, agencies and units in personnel work and personnel management. Nearly 300 leaders were held accountable

According to the report of the Central Organizing Committee, recently, the whole country has handled violations of authority and responsibility of 65 collectives of the Standing Committees of the Central City Party Committees and the Standing Committees at the district level, equivalent to those related to personnel work.

Regarding the individual leaders (deputies when authorized), 297 cases were disciplined; of which 9 cases were expelled from the Party; 35 cases were dismissed from office; 97 cases were warned; 131 cases were reprimanded; and 27 cases were reviewed and lessons learned.

The violations are mainly due to the imposition, arbitrariness, and authoritarianism of leaders, lack of transparency, and lack of democratic centralism in personnel work, leading to the direction, introduction, and appointment of unqualified and unqualified personnel; at the same time, allowing violations to occur by the Party Committee under their leadership, and taking joint responsibility for violations by subordinates.

Many issues need to be carefully considered

To continue to effectively implement Resolution 7 of the Central Committee (12th tenure) on "Focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the tasks"; Resolution 4 of the Central Committee (12th tenure) on "Strengthening Party building and rectification; preventing and repelling the degradation of political ideology, ethics and lifestyle within the Party, manifestations of "self-evolution" and "self-transformation" within the Party"; and at the same time overcoming the shortcomings and limitations in personnel work in recent times, the Party Central Committee has drafted a Regulation on the authority and responsibility of heads of organizations, agencies and units in personnel work.

Accordingly, in addition to general regulations, the draft clearly stipulates the authority, responsibility and handling of responsibility of the heads of organizations, agencies and units covering all stages of personnel work, from comments, assessments, proposals for planning, appointment, introduction of candidates; recruitment, arrangement, use, transfer, rotation, training, fostering, rewarding, disciplining, dismissal or removal from office for cadres.

Based on the draft, at the conference, provinces and centrally-run cities participated in giving comments on the scope of subjects and clearly defining the authority and responsibility of the head in a quantitative manner so that in case of violations, there is a basis for handling specific responsibilities.

At Nghe An bridge, comrade Le Quoc Khanh - Deputy Head of the Standing Committee of the Provincial Party Committee's Organization Board gave his opinion and said that the grassroots Party Committee is also a level with the authority to carry out personnel work, so it is necessary to add more scope of subjects including leaders at the grassroots level, to avoid the situation where the whole commune "acts as an official" as has happened in some localities.

On the other hand, the draft Regulation also needs to add the subject of deputies when being authorized or assigned to do personnel work, if there are violations, they must also be responsible and handled as the head.

In addition, according to Le Quoc Khanh, Deputy Head of the Standing Committee of the Provincial Party Committee's Organization Board, the Regulation needs to clarify the responsibility of the head in implementing the appointment and introduction process of candidates; at the same time, it is necessary to further stipulate that the head is responsible for leading and directing the appointment and introduction of candidates to ensure the principles of procedures and regulations, promoting democracy; the head has the right to reserve his/her opinion on introducing personnel when the collective decides differently from that opinion so that when violations occur, he/she will not have to bear responsibility.

Many discussion opinions also raised the issue of the need to regulate the authority, responsibility and handling of responsibility for the head according to each type of working agency (according to the collective regime, according to the head regime and the interweaving of the collective regime and the head regime); for merged and unified agencies; regulations on handling joint responsibility of the head when the deputy or subordinate commits violations in personnel work; at the same time, it is necessary to perfect the institution on personnel work to ensure consistency.

Concluding the conference, Head of the Central Organization Committee Pham Minh Chinh affirmed that personnel work is a difficult content, identified by the Central Committee as an urgent task in Party building work, which has been raised in many terms and continues to be raised in this term. Therefore, based on the opinions at the conference, the Draft Editorial Team will continue to consider many aspects and issues more deeply so that when the Regulation is issued, it will meet the requirements of practice as well as the urgent requirements of personnel work.

Emphasizing that personnel work is the work of the Party and the collective Party Committee, therefore, there must be a clear mechanism and handling of the relationship of authority and responsibility of the collective and the leader in personnel work, on that basis clarifying the responsibility when there are violations. The regulation must also cover all subjects and at the same time review the documents related to the regulations on the responsibility and authority of the leader to ensure consistency and unity when this regulation is issued and put into practice.
