One of the fundamental reasons for the limitations in implementing the law on practicing thrift and combating waste is personal awareness. Therefore, we need to pay more attention to developing a comprehensive culture and educating a civilized lifestyle, because civilization is the root of combating waste.
Discussing the results of monitoring the practice of thrift and anti-waste, the majority of delegates agreed that there are still many shortcomings and limitations in many areas. If not given attention and drastic direction, it will hinder development and slow down the country's economic growth.

To make the implementation of policies and laws on practicing thrift and combating waste more effective and substantial, delegate Hoang Quoc Khanh (Lai Chau delegation) said that in order to have a more solid political foundation, he proposed that the Politburo and the Central Executive Committee issue a directive on strengthening the Party's leadership in practicing thrift and combating waste in the current period, as a basis for continuing to perfect the system of policies and laws.
The delegates also proposed that the National Assembly, the Government, and central ministries and branches develop policies and laws to supplement the assessment of the impact of practicing thrift and combating waste as part of the policy impact assessment stipulated in the current Law on Promulgation of Legal Documents.

Considering that a fundamental reason why the implementation of policies and laws on practicing thrift and combating waste still has many limitations is that individual awareness only focuses on personal benefits, for themselves, delegate Nguyen Thi Viet Nga (Hai Duong delegation) analyzed that the deep root cause of public waste is a pragmatic, selfish lifestyle that will lead to people only caring most about their own material interests, not for the common good, not for the collective, and that lifestyle will lead to a mindset of not making efforts for the common good.
Saving and fighting waste in the public sector requires people to put the interests of the community, the collective, and the nation above all else, making efforts in every action, from the smallest such as saving time to the larger one of using all public assets in the most effective and reasonable way.
However, according to the Russian delegate, there is a reality that the same individual still behaves differently with public property than with private property, with their own property. Therefore, "in addition to perfecting the legal system, promoting propaganda and dissemination of laws on practicing thrift and fighting waste, improving the effectiveness and efficiency of supervision, inspection, auditing, investigation and adjudication of the implementation of policies and laws on thrift and fighting waste as stated in the report, it is also necessary to pay special attention to cultivating and raising the moral awareness of people and subjects not only for students in general schools", the Russian delegate expressed his opinion.
Delegate Nguyen Thi Viet Nga also suggested that the Government and the National Assembly pay more attention to comprehensive cultural development, emphasizing education on civilized lifestyles, because "clarifying and focusing on education on cultural and civilized lifestyles is the root of fighting waste".
In particular, the delegate emphasized that in the public sector, saving and fighting waste must not only be a matter of enforcing legal regulations but must become a way of life for each individual, and this is the deepest root of the problem. "Otherwise, no matter how synchronous and strict the legal system on saving and fighting waste is, if saving has not become a way of life or a quality of each individual, then compliance will only be a coping mechanism and there will still be many violations."
