Consider maintaining urban order and rules teams in wards and communes.
(Baonghean.vn) - That was the issue raised at the meeting of the Standing Committee of the Provincial People's Council with the Vinh City Urban Order Management Team on the morning of April 24 under the supervision program on the organization of apparatus, payroll, and contracts in State administrative agencies and public service units in the province.

Speaking at the meeting, according to Mr. Phan Thanh Son - Captain of the Vinh City Urban Order Management Team, 33 officers and civil servants are too few and difficult to go to every corner of the blocks and streets of 25 wards and communes to inspect and handle violations of construction order, traffic order, and environmental sanitation.
The city's urban order management team has the function of inspecting, examining, and handling violations of urban construction order, traffic safety order, and environmental sanitation in the area under its management. The team currently has a total of 33 officers, civil servants, and employees; of which 16 are permanent employees and 17 are contract employees.
According to Mr. Phan Thanh Son, although the team is assigned the function and task of inspecting, examining and handling violations of urban construction order, traffic safety order and environmental sanitation in the city; however, the team does not have the authority to impose fines and confiscate evidence of violations. When detecting violations, it only makes a record and submits it to the City Urban Management Department for handling.
In addition, the assigned functions and tasks overlap between the City Urban Order Management Team and the urban order regulation teams of wards and communes; causing difficulties for organizations and individuals, and low efficiency due to the lack of clarity on which force has the main responsibility, especially in the field of inspection and handling of urban construction order.

Acknowledging the shortcomings and overlaps in functions and tasks, Ms. Ngo Thi Thu Huong - Vice Chairwoman of the City People's Council, said that recently, the City People's Council supervised the work of urban order management and discovered that there were documents from the time of making the record to the time of issuing the penalty decision that had expired.
Referring to another perspective, Mr. Le Sy Phuong - Head of the Department of Organization and Personnel of the Department of Home Affairs said that, legally, both the City Urban Order Management Team and the Ward and Commune Urban Order Rules Team are not established; however, due to practical requirements, the Vinh City People's Committee has established them. The problem is that currently implementing Resolution 6 of the Central Committee (term XII), the study to have a plan for this type of organization also needs to be taken into account.

Based on the supervision, Vice Chairwoman of the Provincial People's Council Cao Thi Hien requested the Vinh City Urban Order Management Team to review the legal basis to advise and propose the City People's Committee to clearly define the functions, tasks, authorities, and specific responsibilities, avoiding duplication, overlap, and omission; associated with the development of coordination regulations between the city's specialized departments and the People's Committees of communes and wards, contributing to improving the effectiveness of urban order management in the city. Pay attention to reviewing the team to arrange and restructure the team, associated with training and fostering, increasingly meeting the assigned tasks.
The Vice Chairman of the Provincial People's Council requested the City People's Committee and the Vinh City Urban Order Management Team to study and reconsider whether or not to maintain the urban rules team in communes and wards to have a solution.
