(Baonghean.vn) - Chairman of Dien Kim Commune People's Committee Pham Xuan Bang believes that a more specific classification is needed to develop appropriate policies for different groups of poor households.

During the meeting, Chairman of Dien Kim Commune People's Committee Pham Xuan Bang suggested that the Government should conduct surveys, assessments, and practical research in localities to develop realistic poverty reduction policies that are effective for both the poor and society as a whole.

"Policies for poor households and individuals should be focused, not spread too thinly," Mr. Bang proposed. "Within poor households, there needs to be a more specific classification to develop appropriate policies for each group: those who have been poor for many years, those who have the potential to escape poverty, and those who are temporarily poor due to unforeseen circumstances."

On the morning of April 17th, the supervisory delegation of the Provincial People's Council, reviewing the results of the National Target Program for Sustainable Poverty Reduction in Nghe An province during the 2012-2016 period, worked in Dien Kim commune, Dien Chau district.

Comrade Le Hong Vinh - Member of the Standing Committee, Chairman of the Provincial Party Committee's Inspection Committee, Head of the Economic and Budget Committee of the Provincial People's Council - led the delegation. Also attending were Comrade Nguyen Thanh Hien - Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation, and representatives of the leadership of the committees of the Provincial People's Council.

From that perspective, the head of the People's Committee of Dien Kim commune also believes that allocating resources to support the poor should focus on a number of important and necessary policies, and most importantly, support the poor so that they can develop their own strength and rise up in life to escape poverty, avoiding the mentality of waiting, relying on, and exploiting state policies.

Previously, Mr. Pham Xuan Bang stated that the total funds mobilized for the poverty reduction program in the commune during the 2012-2015 period exceeded 23.3 billion VND. Currently, the locality is implementing the national target program for poverty reduction in the 2016-2020 period.

By the end of 2016, Dien Kim coastal commune still had 123 poor households, equivalent to 4.7% of the total households. The locality aims to reduce the poverty rate to below 2.5% by the end of 2020, with an average annual reduction of 0.5-1%.

Concluding the meeting, the Head of the Economic and Budget Committee of the Provincial People's Council, Le Hong Vinh, assessed the commune's poverty assessment work as accurate. However, the report from the commune leaders indicated that the dissemination of policies and guidelines to poor households was limited, especially regarding access to loan capital and vocational training.

While acknowledging that Dien Kim has implemented vocational training programs, the head of the provincial People's Council's supervisory delegation suggested that to achieve greater effectiveness, the locality should assess its potential and advantages, such as land resources, seafood exploitation, and the development of production models, in order to develop appropriate training, guidance, and vocational retraining strategies for sustainable poverty alleviation. Furthermore, Dien Kim needs to strengthen the development of cooperative production models to create jobs for the poor.

The head of the Provincial Economic and Budget Committee also assessed that, based on the commune's report, there was still a heavy emphasis on policies for poor households, but it did not clearly show policies for wealthy households to "lift the poor up."

In discussions with the commune and also in a proposal to the Deputy Head of the Provincial National Assembly Delegation, Nguyen Thanh Hien, who participated in the supervision with the delegation, the head of the Provincial People's Council's supervision delegation agreed with the view of the Chairman of the Dien Kim Commune People's Committee that poor households need to be classified.

"Those who are unable to work should not be classified as poor households but rather as beneficiaries of social welfare programs. As for those who are able to work but lack the methods and knowledge to produce goods, or are simply lazy, they should be categorized to find effective poverty reduction solutions," said Comrade Le Hong Vinh.

Before working with the leaders of Dien Kim commune, the provincial People's Council's monitoring team visited the area to learn about the situation and presented gifts to two impoverished households in the commune.
