On the afternoon of October 28, the Standing Committee of the Provincial People's Council had a meeting with the Provincial People's Committee according to the program to monitor the results of handling voters' petitions since the beginning of the Provincial People's Council term until now (2016 - 2021).
Nghe An has more than 13,000 freelance workers in other countries.
At the meeting, mentioning the heartbreaking incident of 39 victims who died in the UK, suspected to be from Nghe An, Ms. Nguyen Thi Lan - Deputy Head of the Culture - Social Committee, Provincial People's Council added that through the recent meeting of the Provincial People's Council Standing Committee with the Department of Labor, Invalids and Social Affairs, Director of the Department Doan Hong Vu said that Nghe An currently has more than 13,000 people participating in labor export without a contract (freelance workers) and 2,358 workers whose contracts have expired but still hide in Korea. This poses many risks to workers and in fact there have been extremely heartbreaking deaths in the neighboring country.

Faced with this reality, the Deputy Head of the Culture and Social Affairs Committee of the Provincial People's Council proposed that the Provincial People's Committee direct relevant departments, branches and localities to have solutions and step up propaganda to limit the situation of freelance workers and those who flee to other countries when their contracts expire.

In addition, at the meeting, the Standing Committee of the Provincial People's Council also said that the management of study abroad consulting centers and service units still has many shortcomings, sending people to study abroad but in fact they are working "illegally".
Regarding this issue, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa said that in order to solve the problem of freelance workers, in addition to increasing propaganda, in the coming time, the Provincial People's Committee will continue to seek cooperation programs to send people to study and work abroad in countries such as Australia, Japan, Korea, Thailand, etc. to create opportunities for people to access high-income and low-cost labor markets.

Prioritize resources to resolve voters' repeated petitions
Sharing the difficulties in budget and finance, some members of the Provincial People's Council Standing Committee suggested that the Provincial People's Committee should prioritize allocating resources to resolve voters' repeated petitions.
Of particular concern is the petition of Nam Dan voters regarding the Nam Dan bara culvert project. Although the project has reclaimed land for more than 10 years, the State currently owes the people 6.7 billion VND in land clearance fees.
Or some projects to relocate people out of natural disaster and landslide areas such as in the districts of Tuong Duong and Thanh Chuong. This is an urgent issue in the disaster prevention program that voters have proposed many times but has not been resolved.

The Standing Committee of the Provincial People's Council also requested the Provincial People's Committee to prioritize budget allocation to carry out the extraction, measurement, and issuance of forest land use right certificates for ethnic minorities in mountainous areas to have the opportunity to borrow capital for economic development. This is also the basis for putting forestry policies into practice.
In addition, delegates also raised issues such as: waste treatment for mountainous districts; overcoming environmental pollution in hospitals, industrial parks and clusters...
Based on the opinion of the Standing Committee of the Provincial People's Council, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa assigned the Department of Finance to advise the Provincial People's Committee to arrange resources to resolve issues that voters have repeatedly and urgently raised.
Vice President Le Ngoc Hoa also emphasized that in the context of limited budget, resource allocation needs to be selective to have priority.
Along with the above issues, the Standing Committee of the Provincial People's Council also requested the Provincial People's Committee to resolutely resolve voters' recommendations related to the recovery of slow-progressing projects; policies for people with meritorious services; shortcomings and inadequacies related to urban projects and apartment buildings; rectification of private medical practice, etc.

Concluding the meeting, Vice Chairwoman of the Provincial People's Council Cao Thi Hien said that based on voters' feedback, the Standing Committee of the Provincial People's Council had sent 127 documents to departments, branches and localities requesting solutions. However, only 67 agencies and units responded on time; 52 agencies responded after the Standing Committee of the Provincial People's Council issued the first and second urging documents. Notably, 8 agencies and units have not yet responded in writing.
Therefore, we request the Provincial People's Committee to pay attention to directing agencies and units to seriously handle voters' petitions.
Since the beginning of the term, the Standing Committee of the Provincial People's Council has forwarded 1,091 opinions and recommendations of voters to the Provincial People's Committee for resolution and response to voters. Accordingly, the Provincial People's Committee has directed departments and branches to advise on the resolution and response to 928 opinions and recommendations, and 202 opinions are still being processed.
