At the conference, the Department of Labor, War Invalids and Social Affairs announced that the backlog of requests for confirmation of meritorious people are files that were established before July 1, 2013 in accordance with regulations at each time but still lacked documents and procedures, or files that were fully established but had changed policies so they have not been considered and resolved by competent authorities.

In addition to the subjects of martyrs, war invalids, and people enjoying policies like war invalids as prescribed in Decision No. 408/QD-LDTBXH dated March 20, 2017 of the Ministry of Labor, War Invalids and Social Affairs and Plan No. 240/KH-UBND dated May 4, 2017 of the People's Committee of Nghe An province. The Steering Committee for Confirming Meritorious People requests districts, towns and cities to review and consider resolving all subjects declaring and requesting to resolve policies for meritorious people as prescribed in the Ordinance on Preferential Treatment for Meritorious People in the province.
At the meeting, the Steering Committee agreed that all subjects that have been concluded by competent authorities to be ineligible for recognition as people with revolutionary contributions, such as: deceased persons who have had a document from a competent authority concluding that they do not meet the conditions for recognition as martyrs or have been granted death benefits, deceased soldiers, work-related accidents, war accidents; injured persons who have had a document from a competent authority concluding that they do not meet the conditions for recognition as war invalids, persons enjoying policies as war invalids or have been granted work-related accident or war accident benefits, are not included in the list of pending records.

The principle of implementing the procedure for handling backlog of requests for confirmation of meritorious people must be carried out strictly and seriously, ensuring the requirements of the law on subjects, standards and conditions; regarding the procedure, it is necessary to consider and apply it specifically to each case, in accordance with historical circumstances, while actively searching for and exploiting all sources of information and all well-founded bases to serve the confirmation of meritorious people.
At the meeting, members of the Steering Committee said that the settlement of the backlog of files is currently facing many difficulties because there are currently many fake war invalid files; there are still martyrs who have had files created but are confirmed to still be alive in Laos and Cambodia.

On the contrary, there are many cases that cannot be resolved because of the lack of original documents, even though they have been confirmed by the units, localities, and Associations that were imprisoned by the enemy.
At the working session, the Department of Labor, War Invalids and Social Affairs provided detailed instructions on the approval process for requests for confirmation of meritorious people. If the dossier is complete, it is sent to the Commune-level Council for Confirmation of Meritorious People. If the dossier is not complete, the subject needs to supplement one of the following documents and legal bases to prove the time of participation in the revolution, resistance war, and injury, sacrifice, etc.; There is a commitment from the person declaring the request for confirmation of meritorious people determined by the People's Committees at all levels.
Concluding the meeting, comrade Le Minh Thong said: In order to effectively resolve policies for meritorious people, the members of the steering committee need to expand the scope of the subjects of file review. In addition, it is necessary to review all the pending files to see what is missing and why they have not been resolved.
He affirmed that reviewing the backlog of files to resolve policies for meritorious people is extremely difficult because there are still many fake war invalid files. In addition, the rate of war invalids, martyrs and meritorious people who have not been recognized is still high, so the steering committee must assign specific tasks and complete the guidance document through the comments of the steering committee members.
He requested: “In order to effectively resolve the backlog of requests for confirmation of meritorious people, in addition to the tasks of the Steering Committee members, the People's Committees of communes, wards and towns need to organize propaganda and information on the loudspeaker system at ward and town levels; organize and disseminate information on policies, viewpoints and methods of implementing the review and resolution of backlog of meritorious people so that people know, and at the same time monitor the implementation right at the grassroots level.”
