It is necessary to complete the Ban Mong Reservoir Project phase 1 soon to prepare for phase 2.

On the afternoon of January 8, the Ministry of Agriculture and Rural Development held an online meeting of the Steering Committee for the implementation of the Ban Mong Reservoir Project, Phase 1, and listened to the feasibility study report of the Ban Mong Reservoir Project, Phase 2 (canal system), Nghe An province. Comrade Nguyen Hoang Hiep - Deputy Minister of Agriculture and Rural Development chaired the meeting.

At Nghe An bridge, the meeting was attended by comrades: Nguyen Van De - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Phung Thanh Vinh - Member of the Provincial Party Committee, Director of the Department of Agriculture and Rural Development, together with leaders of units, departments and offices under the Department of Agriculture and Rural Development, and leaders of relevant localities.

Mong Village Reservoir Project is built on Hieu River, the lake bed is 25 km wide.2, mainly located in Quy Hop, Quy Chau, Nghia Dan districts (Nghe An province) and part of Nhu Xuan district (Thanh Hoa province). The main project is located in Yen Hop commune, Quy Hop district.

Mong Reservoir Project Phase 1, Nghe An Province has a capacity of 225 million m3, 8 water pumping stations along Hieu River and a 45MW hydroelectric plant. Phase 1 of the project has a total estimated investment of 5,552 billion VND, allocated from the State budget. In 2010, the project was started, with the Irrigation Construction and Investment Management Board 4 as the investor of the key works cluster and the Nghe An Department of Agriculture and Rural Development as the investor of the compensation, support and resettlement component.

On October 26, 2023, the Prime Minister approved the adjustment of the investment policy for this project in Decision No. 1248/QD-TTg; on February 7, 2024, the Minister of Agriculture and Rural Development approved the adjustment of the investment project in Decision No. 532/QD-BNN-XD.

In Nghe An, to implement this project, 3,005.93 hectares of land must be cleared; the total investment for the site clearance component is more than 2,535 billion VND, and the pumping station component is more than 412 billion VND.

According to the report of the Department of Agriculture and Rural Development of Nghe An, the site clearance work in the reservoir area has been completed to an elevation of +71.86mm, while 29.3 hectares of natural forest in Quy Chau district have not yet been cleared.

From elevation +71.86 to +76.40, Quy Chau district has approved a compensation plan for the Co Ba reservoir area with an area of ​​62 hectares, and Nghia Dan district has approved a compensation plan for 42 hectares, with payment expected to be completed in January 2025. The remaining area belongs to Quy Hop district (80 hectares) and Quy Chau district (1,696 hectares). Currently, the measurement records are being prepared, and the site clearance is expected to be completed before July 30, 2025.

In addition, at the area of ​​auxiliary dam 3, Chau Binh drainage canal and residential roads, survey outlines are being prepared, measurement records are being prepared...

Regarding construction work, the items invested by the Department of Agriculture and Rural Development are being urgently deployed. Of which, Chau Binh drainage canal has been 95% completed; auxiliary dam No. 2 has been completed; auxiliary dam No. 1 and No. 3 have not yet been constructed due to lack of land for embankment; the bridge item on National Highway 48 is currently completing procedures for handover and putting into use.

In addition, there are some items such as adding works to ensure serving people's lives after the reservoir is filled with water; leveling the ground and draining water after the auxiliary dam 1; clearing the reservoir bed; some items invested by the People's Committee of Quy Chau district (construction of resettlement areas, production areas); changing the purpose of forest use; construction of 8 pumping stations... are still behind schedule.

Reporting to the Deputy Minister of Agriculture and Rural Development, the representative of the Department of Agriculture and Rural Development also mentioned a number of difficulties, especially the clearance of the reservoir area below elevation +71.86, with 29.3 hectares remaining that have not been handed over, despite having existed for a long time; the clearance of the area to prevent flooding at the tail of Chau Binh drainage canal has not been implemented because a solution to handle the drainage canal has not been selected and there is not enough funding...

After listening to the report and comments at the meeting, Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep emphasized: The Ban Mong Reservoir Project is a national key project. In order to complete the project as planned before December 31, 2025, localities must be more proactive and determined in directing the implementation of the promised milestones. Determined not to let the project continue to be prolonged, causing increased public investment costs and wasting investment resources...
