Hopefully, with the national tradition of "mutual support and compassion," all citizens will show empathy and support instead of discriminating against or boycotting products from people in the affected areas.

Effectively implement measures to prevent and control the Covid-19 pandemic.

Dien BichDien Bich is a coastal commune in Dien Chau district. The commune has 2,875 households with 12,585 inhabitants. 70% of the livelihoods of the people in Dien Bich commune are based on offshore fishing and fishing logistics. Dien Bich currently has 222 boats, of which 150 have a capacity of 90 horsepower or more. Other service industries account for the remaining 30%. Recently, labor export activities in the commune have begun to emerge and are showing initial positive results.

On the afternoon of May 24th, sad news reached Dien Chau district, Dien Bich commune: Mr. PVL, a citizen of Dien Bich commune, was tested by the Lao health authorities after leaving the country to work.positive for Covid-19.

In a timely response to the Covid-19 epidemic, the Nghe An Health Department and Dien Chau district immediately implemented urgent prevention and control measures such as: conducting investigations, monitoring, isolation, and sample collection for close contacts of patients; organizing disinfection spraying in areas visited by patients and in the homes of F1 cases; contacting patients for further investigation and monitoring; and disseminating information and guiding citizens to self-isolate at home according to regulations.

The People's Committee of Nghe An province has also decided to implement social distancing throughout Dien Bich commune from 6 PM on May 25th. The Steering Committee for Covid-19 Prevention and Control of Nghe An province requested Dien Chau district to direct people to strictly follow the 5K recommendations; strengthen communication efforts; encourage all people to comply with social distancing regulations; and organize rapid Covid-19 testing for all residents of Quyet Thang and Hai Trung hamlets.

Authorities at the provincial and Dien Chau district levels quickly traced all 73 F1 cases and placed them in medical isolation at the district's isolation facility. Test results showed that all 73 samples from the 73 F1 cases were negative for the SARS-CoV-2 virus.

Dr. Pham Van Son, Deputy Director of the Dien Chau District Health Center, said: The district health center has currently collected over 1,700 rapid test samples from residents of the two hamlets of Quyet Thang and Hai Trung. According to Doctor Pham Van Son: Up to this point, the work of preventing and controlling the Covid-19 epidemic in accordance with Directive 15 of the Prime Minister and the directives of Nghe An province has been carried out.Dien Bich communeIt has been ensured. Social distancing according to Directive 15

- Stop all meetings and events with more than 20 people in one room;

- No gatherings of 10 or more people outside of workplaces, schools, and hospitals;

- Maintain a minimum distance of 2 meters between people in public places;

- Strictly prohibit religious ceremonies and activities involving gatherings of 20 or more people at religious and worship establishments;

- Suspend all cultural, sports, and entertainment activities at public venues;

- Temporarily suspend the operation of service businesses. Only businesses selling essential goods and services are allowed to remain open;

- Limit travel from areas with outbreaks to other localities;

- Temporarily suspend or reorganize public transportation services to limit travel and large gatherings, except for vehicles transporting goods.

There is discrimination against goods and people.

Immediately after the People's Committee of Nghe An province issued a decision to implement social distancing in Dien Bich commune to prevent the spread of Covid-19, by the following morning, at the local and inter-district markets where Dien Bich commune's small traders usually sell fish, there was discrimination, preventing them from selling and forcing them to take their goods back home.

Mr. D.VT, from Hai Trung hamlet, Dien Bich commune, recounted: “On the evening of May 27th, I drove a truckload of fresh fish to sell in a mountainous district. At the district's COVID-19 prevention checkpoint, I went to declare my health status and travel route. My truck was inspected and detained from 1 AM. At 4 AM, the COVID-19 prevention forces there demanded that the truck from Dien Bich turn back and escorted it all the way to my locality. I had to accept selling it at a loss along the way. The rest I brought back and kept on ice. The loss from this shipment was about 15 million VND... I think there shouldn't be such discrimination.”

Ms. NTS, from Quyet Thang hamlet, who buys fish from boats and then cycles to sell it at markets and hamlets in the district, said: “After the lockdown decision, I went to sell fish in the villages of the district, but I was chased away everywhere I went. These villages wouldn't let strangers in; they wouldn't let anyone in without identification papers. I couldn't sell my fish, so I had to bring it back. Luckily, some local officials and health workers took pity on me and bought 1-2 kg each. For the past two days, I've still been selling, but only to those who placed orders in advance. I stand on the main road and call them out to pick up the fish; I don't do direct transactions, I just buy and sell indirectly from afar.”

Ms. D.T.T., residing in Quyet Thanh hamlet, Dien Bich commune, shared: “At 4:45 PM yesterday, I and another resident of Dien Bich commune were at a bank in the area to conduct a transaction when the bank's security guard asked us to leave. The security guard said that if we allowed her to enter, our bank would close. He asked her to go to a local bank instead. This discrimination caused me to miss out on my opportunity.”

Information from the People's Committee of Dien Bich Commune: Immediately after the discrimination occurred, the small traders in the commune went to the People's Committee of the commune to report and make suggestions. Subsequently, the People's Committee of Dien Chau District issued a directive to the People's Committees of the communes to rectify the discrimination against Dien Bich traders in the markets and to educate the people about the Prime Minister's Directive 15. Immediately after this directive, the discrimination within the district subsided... However, discrimination against Dien Bich traders still persists in areas outside the district.

We hope that people inside and outside the district will share and empathize with the people of Dien Bich commune; creating conditions for the people of Dien Bich commune to develop their economy while simultaneously doing a good job in preventing and controlling the epidemic.
