10/16 policies implemented
According to the report of the District People's Committee, out of 16 resolutions under the supervision of the Provincial People's Council Standing Committee, 10 resolutions have been implemented in Con Cuong. Among them are some outstanding policies such as: Poverty reduction support policy for communes with a poverty rate of 30% or more (in addition to Resolution 30a); agricultural and rural development support policy; infrastructure support policy for industrial clusters, etc.
Vice Chairman of the District People's Committee Lo Van Thao affirmed that the resolutions implemented in the area have had positive impacts, promoting socio-economic development, strengthening national defense and security and ensuring social security in Con Cuong district.
Typically, the policy of supporting agricultural and rural development has contributed to the development and expansion of many economic models, especially increasing the area of oranges, tea, passion fruit, etc. in the district.

Or the poverty reduction support policy for communes with a poverty rate of 30% or more, in addition to Resolution 30a, for Con Cuong district, there are up to 9 communes that benefit. From the policy issued by the Provincial People's Council, nearly 1,600 households have been supported to reclaim and restore land with a total area of nearly 280 hectares for production; more than 700 households have been supported to build livestock barns; more than 171 workers have been supported to work abroad and some reinforced cadres have been supported with funding.
Through that support, it has contributed to a step change in the thinking of the people in production, from mainly farming, exploiting forest by-products and free-range livestock; now they know how to produce rice and raise buffaloes and cows in captivity, improving the quality of raised animals. Notably, 7/9 communes benefiting from the policy have had the poverty rate reduced to below 30%.

Avoid assigning "targets" in policy implementation
Besides the positive impacts of the policies, from the implementation practice, the District People's Committee also reflected some inadequacies and recommended that the monitoring delegation of the Provincial People's Council Standing Committee study and adjust.
The most concerning issue is that the process and procedures in implementing the policy are still inadequate. On the other hand, the implementation of the policy is being assigned with a "target" of resources for implementation, not according to the practical needs of the locality, leading to policies lacking resources and policies with excess resources for implementation.
Or in implementing the policy to support the construction of infrastructure for industrial clusters, the level of support for investment in wastewater and traffic infrastructure and even support for site clearance is low, only 200 million VND/ha...

Based on the practical supervision of the implementation of the resolutions of the Provincial People's Council in Chi Khe commune, Con Cuong Forestry One Member Co., Ltd. and working with the District People's Committee, members of the Standing Committee of the Provincial People's Council also raised concerns when some policies have not been implemented in the district; the district's counterpart resources to ensure the implementation of policies are not effective...
Concluding the meeting, Vice Chairwoman of the Provincial People's Council Cao Thi Hien acknowledged the efforts of Con Cuong district in implementing the resolutions of the Provincial People's Council as well as allocating resources for effective implementation.

Along with that, it is necessary to strengthen state management and guide the grassroots from planning, implementation to settlement, record keeping, to avoid errors in implementing policies and mechanisms.
Acknowledging the difficulties and shortcomings and accepting some proposals of the district, Vice Chairwoman of the Provincial People's Council Cao Thi Hien also affirmed that the monitoring delegation will synthesize and report to the Standing Committee and the Provincial People's Council for research to amend, supplement or issue new policies to ensure promoting the overall socio-economic development of the province.
