There needs to be uniformity and consistency in naming and renaming streets in Vinh City.

(Baonghean) - The urbanization rate of Vinh City is increasing rapidly, and roads are being extended and widened more than before. Therefore, naming and renaming roads, alleys, and public works to ensure scientific accuracy is essential. However, the process of naming and renaming roads and alleys in Vinh City still suffers from many inconsistencies and a lack of coordination. This has led to many problems and inconveniences in the daily lives of the people.

Recently, Mr. Hoang Dinh Huynh, along with many other residents in Tan Hoa block, Ha Huy Tap ward, expressed their frustration over the arbitrary renaming of the alley where they have lived for many years. Many were bewildered when asked and had little idea why the alley was renamed, who did it, or for what purpose. The residents' anger is further fueled by a lack of coordination, meaning that while most of the alleys have been renamed externally, the names of the inner alleys remain largely unchanged. This creates significant difficulties for the residents.

Many residents were surprised by this development and questioned why, until now, some unnamed alleys and streets in the city have not been given proper names by the authorities. Meanwhile, changing house numbers and renaming alleys would require residents to spend a considerable amount of money. For example, this street, previously known as Street 95, is now called Alley 161… Changing it to an alley also means that most residents living and working on this street will have to spend money to redo all their documents, household registration, seals, signs, and business addresses… Mr. Doan The Tai's family, residing at number 8, Street 95, Tan Hoa block (Ha Huy Tap ward), runs a traditional medicine shop, and patients have long been familiar with this address. Therefore, changing the street name to an alley will cause significant difficulties for his family's business transactions.

Upon investigating this issue, we learned that the naming and renaming of streets, alleys, and public works in Vinh City has long been governed by Government Decree 91. However, in reality, the naming of alleys and streets in Vinh City has given rise to many inconsistencies, such as: lack of uniformity in alley and house numbering; and two identical house numbers on the same street. In some new urban areas, developers have arbitrarily named alleys and streets without adhering to any regulations. Faced with these shortcomings, the city has adopted a policy of naming and renaming alleys and numbering houses in wards and communes according to Decision No. 05 of the Ministry of Construction. Clearly, this is a correct policy, but the implementation process, due to improper procedures, has created negative public opinion.

Explaining the long-standing shortcomings in house and alley numbering, the Vinh City Urban Management Department attributed them to historical factors. Regarding errors in the process of renaming alleys and house numbers, the responsibility currently lies with the People's Committees of the wards and communes. Regardless of who is responsible, to ensure the rights of the people, it is believed that renaming alleys and streets needs to be done carefully, synchronously, with a clear roadmap, and in accordance with scientific principles.
