(Baonghean) - The urbanization speed of Vinh City is getting faster and faster and the roads are getting longer and wider than before. Therefore, naming and renaming streets, alleys and public works to ensure scientificity is inevitable. However, the process of naming and renaming streets and alleys in Vinh City still has many unreasonable and unsynchronized points. Its consequences have led to many troubles and inconveniences for people's daily lives.

Recently, Mr. Hoang Dinh Huynh as well as many households in Tan Hoa block, Ha Huy Tap ward expressed their indignation when the alley where they have been living for many years was arbitrarily renamed. Many people were even bewildered when asked and almost did not know why this alley was renamed, who changed it, and for what purpose. People were also indignant because, due to lack of uniformity, most of the new alleys were repaired on the outside, while inside the alleys, the alley names were mostly kept in their original state. This caused many difficulties for the households living here.

Many people were surprised by this incident and asked why, up to now, in the city, some alleys and streets that have not yet been named have not been given names by the authorities. Meanwhile, to change house numbers and rename alleys, people will have to spend a large amount of money. Even this road, formerly known as Road 95, has now become Lane 161... Changing it to an alley also means that most people living and working on this road will have to spend money to redo all their documents, household registration, seals, signs, transaction addresses... The family of Mr. Doan The Tai, at No. 8, Road 95, Tan Hoa block (Ha Huy Tap ward) opened a traditional medicine shop, and patients have long been familiar with this address, so now changing the street name to an alley will also cause a lot of difficulties in his family's transactions.

In studying this issue, we learned that for a long time, the naming and renaming of streets, alleys and public works in the city has been regulated by Decree 91 of the Government. However, in reality, the naming of alleys and streets in Vinh City has given rise to many unreasonable issues, such as: inconsistent numbering of alleys and house numbers; a street having 2 similar house numbers. In particular, in some new urban areas, investors arbitrarily name alleys and streets without following any regulations. Faced with these inadequacies, the city has a policy of naming and renaming alleys and house numbers for wards and communes according to Decision No. 05 of the Ministry of Construction. Obviously, this is a correct policy, but the implementation process, due to improper implementation, has created negative public opinion among the masses.

Explaining the long-standing shortcomings in house and alley numbering, the Vinh City Urban Management Department said that it was due to historical reasons. As for errors in the process of changing alley names and house numbers, the responsibility currently belongs to the People's Committees of wards and communes. Regardless of who is responsible, to ensure the rights of the people, it is thought that the renaming of alleys and streets needs to be done carefully, synchronously, with a roadmap and in compliance with scientific factors.
