"Hot" issue of domestic water

Need for transparency in issues related to domestic water

Expressing her opinion that “it is impossible to increase water prices when water quality is not guaranteed and it is impossible to let users of domestic water products lack respect”, Editor-in-Chief of Nghe An Newspaper Pham Thi Hong Toan proposed that the Provincial People's Council, Provincial People's Committee and related departments and branches need to intervene to resolve the issue fairly on the basis of recalculating water prices according to the regulations of the price list issued by the Provincial People's Committee, and at the same time, compensate people when water prices are collected incorrectly.

Delegate Pham Thi Hong Toan also expressed her concern about the reasonable regulation of water from hydropower plants to ensure the supply of water for daily life and production of people in the downstream areas in hot weather conditions and to ensure safety during the rainy and flood season.

Provincial People's Council delegates Nguyen Van Lu and Cao Tien Trung (Vinh city) also requested the Provincial People's Committee to direct relevant sectors to thoroughly handle the pressing issues that are arising and promptly make them public to the people; in which, it is necessary to be transparent about the current price and quality of domestic water.

Regarding the issue of domestic water, Mr. Le Truong Giang - Acting Director of the Department of Construction explained a number of issues and affirmed that in the coming time, the Department of Construction will coordinate with relevant departments, branches and water suppliers to determine the raw water input from Dao River to refund to people the difference in raw water input price at the location taken from Lam River and Dao River.

Regarding the quality of raw water input, delegate Thai Van Nong - Deputy Director of the Department of Natural Resources and Environment affirmed that the input water intake point on Lam River is equipped with an automatic monitoring system transmitting to the Department 24/24h to ensure quality; however, on Dao River, through annual monitoring at Mung and Muou bridges, out of a total of 13 indicators, some indicators exceed the permitted regulations and to assess whether the water source on Dao River is polluted or not, the Department is conducting monitoring.

Concerned about growth rate

Besides the issue of domestic water, many delegates also discussed and raised concerns about the low GRDP growth rate in the first 6 months of the year, reaching only 7.09% and to achieve the growth rate of 9 - 9.5% for the whole year as set by the Provincial People's Council, it requires great efforts and determination of the entire system from the province to the grassroots in proposing specific solutions.

According to delegate Nguyen Van Lu (Vinh city), to solve the problem of growth rate and budget revenue, the Provincial People's Committee and sectors need to focus on disbursing capital for basic construction investment to promote the implementation of projects, in which it is necessary to transfer capital from slow-progressing projects to concentrate resources. Regarding Vinh city, delegate Nguyen Van Lu suggested that the province support the city in attracting local investment projects, first of all supporting the implementation of walking streets and night markets.

Also concerned about the growth rate, delegate Thai Van Nong said that one of the reasons that needs to be resolved is that many key projects, "locomotives" that drive growth rate such as VSIP, WHA and some other projects are being implemented slowly. Through the meeting with investors at the beginning of the year, up to now, there has not been any major project that has been put into real investment.

Referring to another perspective, delegate Nguyen Thi Dung (Cua Lo town) said that the province needs to be more drastic in recovering slow projects to create opportunities for new projects and potential investors to invest, ensuring growth rate and increasing budget revenue.

In addition to the above issues, at Group 1, many issues related to the province's socio-economic management solutions, people's livelihood issues, and people's concerns were also mentioned by delegates. Citing the reality in new rural construction, many localities are focusing on infrastructure criteria and the debt situation of cadres and political system criteria, delegate Nguyen Thi Thu Huong (Vinh city) suggested that the Provincial People's Committee should direct the synchronous implementation of the criteria, and at the same time promote people's participation in environmental protection, maintaining security and order, building families, and cultural people...

Delegate Nguyen Thi Thu Huong also requested that all levels and sectors pay attention to solutions to prevent and fight fires and explosions, especially in residential areas and high-rise apartment buildings; strictly handle acts of destroying crops by people...

Some environmental pollution issues at Cua Lo port, at Hung Loc and Dong Vinh Industrial Clusters (Vinh city); shortcomings in the construction of Den bridge (Vinh city)... were also reported by delegates.
