Don't let heritage become a "burden" on the economy - xsociety

This is the reality presented in the Draft Planning of the relic system in Nghe An province towards 2030, vision 2050 presented by the Department of Culture and Sports.

Currently, according to statistics, Nghe An has 2,327 relics and is the province with the highest density of relics in the country. However, the management, use and promotion of relic values ​​still have many shortcomings, and restoration and embellishment solutions are still limited.

In addition, the promotion of relic values ​​has not focused on highlighting the typical values, and there is no connection between relic spaces. In particular, relics and heritages have not connected with the community, have not promoted their values ​​through practical results, have not become growth nuclei, and restoration and conservation for many years are a burden on the budget.

From this reality, the draft has built the goal of "Removing the budget burden, moving towards heritage economy" and proposed groups of solutions depending on each heritage group.

However, through the process of giving comments, representatives of departments and branches pointed out many issues in the draft that have not been clarified. Specifically, according to the representative of the Department of Construction, the current planning content is not consistent with the sections, the concept of relics and heritage is not clear, the intangible cultural values ​​have not been highlighted, and the zoning of relics according to natural and geographical conditions is not reasonable.

On the other hand, many opinions expressed concerns when the planning introduced the concept of industrial heritage groups and required selection to properly promote the values ​​of the heritages.

Regarding this content, Chairman of the Provincial People's Committee Nguyen Xuan Duong requested the Department of Culture and Sports and the consulting unit to review the issue of relic planning. During the construction process, it is necessary to make localities see their honor and responsibility in managing and promoting the values ​​of the relic.

Teacher quality does not meet requirements

Also at the meeting, provincial leaders and representatives of departments, branches and sectors evaluated the results achieved after 6 years of implementing the "Foreign language teaching and learning plan in Nghe An province for the period 2010 - 2020" according to Decision No. 5600/QD - UBND.VX.

Accordingly, Nghe An has invested 88/223 billion VND for training, fostering and providing teaching equipment for foreign language learning. Thanks to that, according to Director of the Department of Education and Training Nguyen Thi Kim Chi, the provincial education sector has achieved 3 outstanding results.

That is to "promote the foreign language learning movement in Nghe An province; improve the quality and level of foreign languages ​​in urban areas, cities and favorable areas; gradually invest in facilities and equipment for units".

However, the quality of foreign language teaching and learning is still limited, especially the foreign language communication skills of students; the goal of popularizing foreign languages ​​for workers, especially for civil servants and public employees, has not met requirements.

The work of developing the teaching staff has not met the implementation requirements. In the 2016-2017 school year, the whole sector had 2,723 foreign language teachers, but only 1,723 teachers met the foreign language proficiency standards according to the regulations of each level; the standard achievement rate was only 63.2%; in particular, the high school level only reached 20%.

Giving opinions for the period 2017 - 2020, the delegates all agreed to continue implementing the Plan "Teaching and learning foreign languages ​​in Nghe An province". However, the implementation process needs to accurately assess the effectiveness, especially the quality of teachers, to avoid the situation of "teachers being worse than students", causing negative reactions in society.

Regarding this issue, Chairman of the Provincial People's Committee Nguyen Xuan Duong agreed. However, to complete the content of the document, the Education sector needs to clarify the implementation results for each region and each subject.

In addition, it is necessary to clarify the goals, tasks and solutions. In particular, the main goal is to significantly improve the foreign language proficiency of students. He also agreed to promote the socialization of foreign language teaching and learning, establish testing and quality assessment centers according to the opinion of the Education sector. However, the implementation must be considered, follow the correct procedures and ensure compliance with international standards.

Also on the morning of March 22, the meeting approved the Draft Decision on promulgating the "Conversion rate from finished products to raw mineral quantity to calculate environmental protection fees in Nghe An province"; Draft Project "Improving capacity for Nghe An Center for Natural Resources and Environment Monitoring" presented by the Department of Natural Resources and Environment.

At the same time, he also listened to and commented on the Draft Plan for organizing activities to celebrate the 70th Anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2017) of the Department of Labor, War Invalids and Social Affairs. Regarding this content, comrade Nguyen Xuan Duong affirmed that this is an extremely important political event to remember and honor the merits of those who have sacrificed their blood and bones for the cause of fighting to protect the Fatherland. Therefore, in the implementation process, the Department of Labor, War Invalids and Social Affairs needs to develop a detailed implementation plan. From now until the anniversary, it is necessary to strengthen propaganda activities, the organization of activities should be substantive, avoiding formalities.

According to the plan, on this occasion, Nghe An will organize the 70th Anniversary of War Invalids and Martyrs Day in conjunction with a conference to meet and commend outstanding individuals and families of people with meritorious services, units and individuals who have done well in the policy work for people with meritorious services to the revolution.
