On the afternoon of February 17, the Nghi Loc District Police Investigation Agency issued a decision to prosecute the case and prosecute Nguyen Ngoc Anh (born in 1999, residing in Hamlet 19, Nghi Phong Commune, Nghi Loc District) to investigate and clarify the act of intentionally causing injury.

Previously, on February 9, Nghi Loc District Police received a report from Mr. Nguyen The Xuan in Hamlet 9, Nghi Thach Commune, stating that at around 11:00 a.m. on February 2, his son, Nguyen The Anh (born in 1998), went out with 4 girlfriends on 1 motorbike and 1 electric bicycle.

When arriving at the road in Hamlet 6, Nghi Thach Commune, The Anh's group of friends saw 4 young men on 2 motorbikes in front of them, lined up side by side, taking up the entire road, talking as they walked.

Nguyen The Anh said to the group of young men: "Why are you driving like that?". The group of young men immediately overtook him, blocked his car, and surrounded and beat Nguyen The Anh. One of them opened the trunk of the car, took out a sharp knife, and stabbed Nguyen The Anh in the back.

After committing the crime, the group of young men fled in a car. The group of friends took The Anh to the emergency room with a broken right rib and pleural effusion.

Upon receiving the report, Nghi Loc District Police conducted an initial investigation. By 3:00 p.m. on February 10, the investigation agency had identified four suspects, including Nguyen Ngoc Anh (born in 1999, residing in Hamlet 19, Nghi Phong Commune), Cao Van Lanh, Pham Van Quan (both born in 1999, residing in Xuan Giang Hamlet, Nghi Xuan Commune) and Vo Van Chien (born in 2000, residing in Tan Loc Block, Nghi Huong Ward, Cua Lo Town). Among them, Nguyen Ngoc Anh was the one who directly stabbed and seriously injured Nguyen The Anh.

The examination results showed that Nguyen The Anh suffered a 15% disability. Pursuant to Article 104 of the Penal Code, Nguyen Ngoc Anh was prosecuted for intentionally causing injury.

The case is being further investigated by the authorities./.
