(Baonghean.vn) - "The supervision and updating of construction progress of some projects is not strict; acceptance of stages is not timely; some group C projects have not met construction progress, at risk of violating regulations".

These are the contents pointed out by comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Council at the supervision at Nam Irrigation One Member Co., Ltd. on the morning of March 20 according to the program of supervising the results of basic construction investment using budget capital of the Provincial People's Council Standing Committee.

Nam Irrigation Company Limited is a public service unit (100% state-owned capital), performing the functions and tasks of managing and exploiting irrigation works. Currently, the unit manages 40 dams, 13 reservoirs, 3 main sluices; 200km of canals, low canals, and canals. The dams were mainly built in the 60s of the last century, with high risk of insecurity, so in recent years, investment capital for irrigation construction has been prioritized for upgrading and ensuring the safety of reservoirs.

In 2015 and 2016 alone, the unit is managing the investment of 4 projects from the provincial budget and the Nam Dan sluice project from government bond capital. Up to this point, no project has been completed, the main reason being that the allocated capital has not met the demand. Of the 4 investment projects using the local budget with a total investment of more than 162 billion VND, only 39.6 billion has been allocated. Specifically, the Khe Xiem reservoir repair and upgrade project has only received 5/10.5 billion VND.

Besides the lack of capital to implement approved projects, the biggest difficulty now is that the irrigation system of level 1, level 2, level 3, and fields of irrigation works is still weak; there are even earthen canals. This affects the quality of irrigation for crops, while the budget has not been allocated to upgrade level 1 canals managed by enterprises; level 2, level 3 canals, and fields under the management of localities have not been given attention.

Speaking at the meeting, in addition to appreciating the compliance with regulations and determining the selection of projects to ensure compliance with the Investment Law, Comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Council also pointed out a number of limitations related to the supervision and updating of construction progress that are not strict; acceptance of the phase is not timely. Some group C projects are not on schedule, at risk of violating regulations, because according to regulations, group C projects are stipulated to have a time limit of 3 years. The maintenance and repair of some projects; attracting investment resources for upgrading are still limited.

The Vice Chairman of the Provincial People's Council also requested the unit to pay attention to planning, renovating and upgrading the system of dams, canals and ditches under the unit's management. Clearly identify weak points to propose early solutions. Pay attention to resolving voters' recommendations related to issues under the unit's management.

Khe Xiem Reservoir has only been granted 5/10.5 billion VND.

Review and strengthen the management of basic construction investment to ensure compliance with principles and proper use of capital. Pay attention to updating and monitoring construction progress and organizing acceptance and evaluation of construction in each phase, in accordance with the construction plan. Comrade Hoang Viet Duong also clarified a number of proposals of the unit, including the proposal that the Provincial People's Council prioritize the allocation of investment capital to build canal systems for irrigation works to ensure effective irrigation when the upstream dam and reservoir irrigation system is basically completed./.
