Need to build a breakthrough mechanism for businesses with key projects in Nghe An
(Baonghean.vn) - At the discussion session of Group 3 held on the afternoon of July 20, many opinions revolved around breakthrough mechanisms and policies to remove difficulties for enterprises in production and business, especially the plan to reduce land rental prices in industrial parks and clusters to attract investment in the province.
Discussion group No. 3 includes delegates of the Provincial People's Council in the constituencies of Thanh Chuong and Anh Son districts. Mr. Nguyen Huu Vinh - Member of the Provincial Party Executive Committee, Secretary of the District Party Committee, Chairman of the People's Council of Thanh Chuong district chaired the discussion.
Also attending were representatives and leaders of the following departments: Labor - Invalids and Social Affairs; Agriculture and Rural Development; Transport; State Bank of Vietnam, Nghe An branch; Provincial People's Procuracy; Provincial People's Court; Provincial Social Insurance; Nghe An Telecommunications.

Speaking at the discussion session, many opinions revolved around mechanisms and policies to remove difficulties for businesses, especially after a period of being affected by the Covid-19 pandemic.
Specifically, according to the report of the Provincial People's Committee on the socio-economic situation in the first 6 months of the year; tasks and solutions for the last 6 months of 2020, the goal of focusing on removing difficulties for production and business, facilitating access to capital, credit, finance, tax, social insurance, labor, etc. In particular, there is a proposal to reduce land rental prices in industrial parks and clusters on the basis of reducing the State's land rental price frame for industrial land planning to attract investment.
However, according to delegate Truong Van Hung at the Thanh Chuong district constituency, without a breakthrough mechanism, it will be difficult to implement these policies in practice.
Because before that, although the Ministry of Finance issued Circular 89/2017/TT-BTC guiding a number of articles of Decree 35/2017/ND-CP of the Government regulating the collection of land use fees, land rent, water surface rent in Economic Zones, High-tech Zones. The Circular clearly stipulates the principles for applying exemption and reduction of land rent, water surface rent... but it is still difficult for businesses to access these mechanisms.

Regarding the feasibility of mobilizing resources for key projects of the province, delegate Tran Dinh Toan - Deputy Head of the Legal Committee of the Provincial People's Council pointed out the difficulties when many key projects still lack investment capital. Specifically, the Vinh - Cua Lo Boulevard project still lacks 526 billion VND; the Nghi Son - Cua Lo Coastal Road project still lacks 396 billion VND; the Muong Xen - Ta Do - Khe Kien road project still lacks more than 562.7 billion VND...
Along with that, as of May 3, 2020, there are still 2,379 pending projects that have not been settled (220 projects in the district block, 120 projects in the department and sector block). It is recommended to clearly explain the causes, responsibilities and find solutions to overcome the above situation.

Speaking at the discussion session, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa said that in order to attract investment projects to Nghe An, it is necessary to build a breakthrough mechanism for enterprises with key projects that have been approved by the Provincial Party Committee and the Standing Committee of the Provincial Party Committee. Especially large projects that have a spillover effect, creating momentum for socio-economic development of the whole province. In particular, reducing land rental prices is one of the important issues that enterprises are interested in.
The reason is that the land price in Nghe An compared to neighboring provinces such as Ha Tinh and Thanh Hoa is still high. In particular, land rental prices have not been specifically classified according to each strategic location. This may not have much impact on small and retail businesses but it has a great impact on large businesses, especially in the field of industrial park infrastructure investment.
Along with that, although the indicators of administrative reform capacity and investment environment improvement of Nghe An province in recent times have made many progresses, compared to the actual needs of enterprises, they are still slow.
Therefore, it is necessary to further accelerate the process of resolving administrative procedures, creating a legal corridor to attract investors that needs to be faster, more concise and more transparent. Because administrative mechanisms and procedures are considered the "hinge", the basis to create attraction for investors to choose Nghe An as a destination.

In the spirit of democracy and frankness, the delegates of Group 3 also discussed many issues that voters in the province are interested in, such as: arranging and reorganizing redundant cadres and issues arising after the merger of communes; ensuring security and order at the grassroots level after arranging regular police to take on the positions of commune police; overcoming the shortage of water in production; enhancing the application of scientific and technological advances in building agricultural models, etc.
Concluding the discussion session, Comrade Nguyen Huu Vinh - Member of the Provincial Party Committee, Secretary of the District Party Committee, Chairman of the People's Council of Thanh Chuong district acknowledged and highly appreciated the responsible and intelligent comments of the delegates. The comments will be compiled to submit to the Provincial People's Council.
