Cần xây dựng một làng quê xứ Nghệ 'thuần chất Nghệ'

(Baonghean.vn) - To develop the heritage economy, Nghe An needs to build a pure Nghe An village. The ideal village to build is Lang Sen and Hoang Tru, Kim Lien commune.

At the Scientific Workshop "Preserving and promoting the value of cultural heritage associated with the economic development of heritage in Nghe An province" organized by the People's Committee of Nghe An province on the morning of May 8, many scientists and managers gave advice to turn cultural heritage into a new economic driving force.

Comrade Truong Dinh Tuyen - former Minister of Trade, Head of the provincial advisory team

Promoting the heritage economy requires the responsibility of the whole society, including those working in cultural affairs and leaders in socio-economic development. One point to note in the process of preserving and promoting heritage today is to avoid destroying the heritage of Vietnamese villages in the face of the ongoing urbanization trend.

Regarding the development of Kim Lien Relic Site, cultural workers must have a very open mind and innovate in the spirit of socialized investment in cultural works. Only then will we have more valuable heritage to leave for future generations.

Specifically, when people wanted to build a hall where people could watch a film about his life and activities before visiting Uncle Ho. In many countries, the relic sites of famous people have this hall. In our country, the tour guide "invited comrades to stand at the banyan tree before visiting Uncle Ho"... This absurdity is because the Nghe An Department of Culture and Sports believes that heritage is not allowed to be touched. Such thinking is very rigid.

I know that currently, Bac A Commercial Joint Stock Bank and TH Group have the desire to participate in the implementation of the Nui Chung Spiritual Eco-Tourism Project. The investors want to manage this tourist area. Meanwhile, we keep thinking that Uncle Ho's relic must be managed by a State agency. If people invest but are not managed, then what is the point of investing?

I believe that when we accepted TH Group's investment, we did not clarify this. The Department of Culture, Sports and TH Group must resolve this together, otherwise the project will not be implemented. Perhaps there must be a new way of thinking here: The area of Uncle Ho's paternal and maternal homelands is managed by the State. Any heritage outside needs to be innovated in the spirit of socialized investment.

Assoc.Prof.Dr. Tran Dinh Thien - former Director of Vietnam Economic Institute

The workshop shows that we have changed our perception of cultural heritage. We have seen the paradox of Nghe An heritage being so abundant and so good but not being developed? - Clearly, for a long time we have not treated our resources and cultural heritage properly.

Now I take the story of another place, the story of Kim Lien Relic Site, to see myself in the common. For example: Why does Da Lat have great resources and tourism advantages but no foreign tourists come? While Sapa has worse conditions but foreign tourists flock there!

Kim Lien Relic Site is a tourist coordinate. For a long time, why have tourists come to Kim Lien? - I think Nghe An and the Ministry of Culture have not answered this question correctly. To do tourism, we need to approach tourists and tourists need difference and class. Tourists come to Kim Lien because it is Uncle Ho's hometown. But for a long time, we have not made Uncle Ho's hometown different and classy. In many countries, the hometown of the leader is made very beautiful, making tourists feel that only this place can give birth to that person. It is necessary to plan and build to make Kim Lien different, more beautiful and more sacred.

Dr. Ha Huu Nga - Institute of Applied Research of Culture and Tourism

In the whole country, there are few areas with rich and unique heritage resources, capable of creating "use value" and "non-use value" to develop the heritage economy like Nghe An.

The problem is that the government and people of Nghe An need to answer transparently and with concrete actions 5 questions: What to do to develop the heritage economy of Nghe An? Who participates in the development of the heritage economy? In which areas should the heritage economy be developed? When should the heritage economy be developed in specific areas? How to successfully develop the heritage economy in a specific area? – Only then can Nghe An create a sustainable heritage economy.

There are some suggestions for this, which are: Developing heritage economy on the basis of the common value system of Nghe An cultural heritage (including Nghe An and Ha Tinh); on the basis of the unique values of Nghe An cultural heritage (President Ho Chi Minh's homeland, Vac Village, archaeological site system, famous sacred temple system...).

Besides, it is developed on the basis of the unique values of the Lam River cultural region; on the basis of promoting the invaluable human values of Nghe An (diligence, studiousness, respect for etiquette...); on the basis of connecting and promoting the long-standing family values of Nghe An (long-standing families and outstanding individuals).

Assoc.Prof.Dr. Duong Van Sau - Hanoi University of Culture

I came up with the idea of "building a pure Nghe An village" to welcome tourists in a program with names such as "Returning to Uncle Ho's Sen Village", "A day returning to Uncle Ho's hometown", "A day as a Nghe An citizen", "That's how my hometown is"... The ideal village to build is Sen Village and Hoang Tru, Kim Lien commune.

To rebuild a pure Nghe village, it is necessary to research, learn, and reconstruct the traditional lifestyle of a pure Nghe village in the late 19th and early 20th centuries with its own characteristics. A pure Nghe village has ancient space and landscape, a bowl of green tea, boiled sweet potatoes, a scholar from Nghe who is well-versed in Confucianism, medicine, philosophy, and numerology, teaching a few students, a craft of weaving, embroidery, and blacksmithing...

When visitors come here, they will walk around, listen to guides, buy some handicrafts, eat a rustic meal with traditional dishes and local specialties, and listen to Vi, Giam, and Phuong Vai singing.

The pure Nghe village is a “stage” of everyday life. The human resources in all stages and departments are professional “actors” on the payroll of a tourist center located near the village. The funds to feed the villagers come from selling traditional goods and cuisine.

Master Nguyen Van Cuong - Vietnam National Institute of Culture and Arts

In recent times, Nghe An and Ha Tinh have developed tourism products from the heritage of Vi and Giam folk songs. However, tourism products are still lacking and monotonous; the potential and great value of Vi and Giam folk song heritage in tourism economic development have not been awakened. From the problem raised, we need to apply 4.0 science and technology to the activities of preserving and promoting the space and performance form of Vi and Giam folk songs.

What needs to be done is: Build software to manage the heritage of Vi and Giam folk songs. Build software to promote the space and performance form of Vi and Giam folk songs (Promote using Google Display Network, Google Search Ads; create and install a separate Facebook fanpage for the heritage of Vi and Giam folk songs).

Building tourism products based on the unique values of the Vi and Giam folk song heritage (Digitizing images of some places of religious practice, community cultural institutions associated with Vi and Giam folk song activities; implementing software, applying Hologram technology to explain to tourists - connecting with tourist attractions in the space of practicing Vi and Giam folk song heritage). Building multimedia utility software to support tourists who want to learn and explore historical sites, traditional craft villages, famous landscapes, and scenic spots where Vi and Giam folk song performing arts are practiced.

Researcher Pham Xuan Can - Vinh city

Vinh City used to have a rather rich and unique urban heritage fund, but over time, war, natural disasters and especially “man-made disasters”, most of the heritages no longer exist in terms of physical aspects. I propose several orientations and solutions for preservation and development based on the principle of “necessity and possibility”, which are:

Preserve immediately the heritages that are currently capable of being preserved: Preserve a building, or part of a building in the Quang Trung apartment complex; preserve the 3 gates of Nghe An Citadel. Preserve Hong Son Temple in its original state; preserve the original three-entrance gate of Diec Pagoda.

Restoring some typical heritages: Restoring the Temple of Literature, Diec Pagoda, Tap Phuc Pagoda at the old location but the area and scale are also reduced; restoring some items of Ben Thuy Ferry Terminal in the riverside area... When restoring, try your best to preserve the appearance and architecture of the old works.

Placing steles to commemorate some heritages that are not possible or do not need to be restored (heritage marking the birth and development of Vinh city during the French colonial period), can be listed: Vinh market, Hoa Kieu street, Consul's palace, Vinh train station, Indochina Bank, French-Vietnamese Primary School, Vinh National School, Ben Thuy Match Factory, Vinh Electricity Plant...

Master of Planning Le Nguyen Phuong - MQL LLC and partners

There are many things to do to turn the heritage economy in Nghe An into a new growth engine. First of all, it is necessary to establish the position of the heritage economy in the foundation group, complete the legal framework and carry out 9 main tasks in 3 stages (depending on the conditions of each locality to determine).

Phase 1:Complete research on solutions for developing heritage economy, apply pilot projects to some typical relic, heritage and museum areas; pilot projects in areas favorable for socialized investment; develop heritage economic projects in sub-regions and localities (Select core relics and heritages that are attracting visitors, combine with investment activities for tourism and other economic sectors to indirectly invest in heritage conservation and exploitation); implement planning for each key heritage area to attract investors.

Phase 2:Implement the replication of the models of "each heritage, each community", "each community, one product", "each product, one landscape", "each heritage, one style", "each product, one expert", "each heritage, one enterprise", "each enterprise, one community"; link heritage groups corresponding to local business and residential communities; establish mechanisms and policies for specific groups and heritages; hand over heritages to communities responsible for management and exploitation.

Phase 3:Step by step, fully socialize the conservation work and bring heritage into the universal development program.
