Need to develop separate standards for frontline cadres

That is the viewpoint and guiding ideology in the cadre strategy of the Party Delegation of the Fatherland Front of Nghe An province reported at the Conference to summarize 20 years of implementing the Resolution of the Central Committee 3 (term VIII) on the cadre strategy in the period of promoting industrialization and modernization of the country held on the morning of September 7.

At the conference, Party Secretary and Chairman of the Provincial Fatherland Front Committee Nguyen Van Huy affirmed the clear changes, quality and position of the Fatherland Front at all levels have been enhanced after 20 years of implementing Resolution 3 of the Central Committee (VIII term) on cadre strategy and cadre organization work.
Standing CommitteeProvincial Fatherland Front Committeehas strictly implemented the regulations of the Party, the State and the province on personnel work, ensuring publicity and transparency. In which, the construction of the Project to streamline the staff and civil servants of the agency and the Project on job positions of the agency were brought up for discussion and democratic debate in the Party delegation, Party cell and Party branch. Currently, the agency includes 29 staff and 5 departments and offices.
The work of planning cadres is regularly reviewed and supplemented annually; in which, attention is paid to the structure of 3 age groups: the proportion of young cadres, female cadres, and ethnic minority cadres; implementing the motto of "dynamic" and "open" in building cadre planning to ensure structure and inheritance between generations.
Training and development of staff is always considered important; therefore, the quality is increasingly improved in terms of expertise, political theory, foreign languages, and information technology. At present, in terms of professional qualifications, 27% have a master's degree, 63% have a university degree.
The appointment of cadres is based on task requirements, based on criteria such as: qualifications, capacity, credibility, right capacity, and strengths. Therefore, cadres are promoted to the right person, right job, and meet the task requirements well. The rate of female cadres leading the Provincial Fatherland Front Committee is 20%.

The work of mobilizing, rotating and arranging cadres is effective, ensuring the capacity and strengths of the cadres. After rotation, all cadres perform well at their new workplace.
At the conference, the opinions contributed affirmed the important and decisive role of personnel work in the development strategy of the Vietnam Fatherland Front at all levels.
Therefore, the cadre strategy of the Provincial Party Committee of the Fatherland Front is to continue to build sufficient quantity and quality standards; perfect the training and fostering mechanism for cadres and civil servants according to job positions, job titles and job requirements.
Particularly for front cadres, it is necessary to focus on training mass mobilization skills; in addition, there should be a synchronous policy for rotating cadres, and it is necessary to equip rotating cadres with knowledge about Party building, government and local situation.
The Provincial Fatherland Front Committee clearly defines its viewpoint on the work of building and training cadres: not hasty, not subjective. Cadres must be trained and tested through different environments, creating high trust at the grassroots level; at the same time, paying attention to solutions and policies to attract good cadres with high qualifications for work; promptly replacing cadres with poor qualities and abilities.

Speaking at the conference, Deputy Secretary of the Provincial Party Committee Nguyen Van Thong shared the difficulties of those working in the Fatherland Front; highly appreciated the results that the Provincial Fatherland Front Committee has achieved in the new period's cadre strategy, especially in training and fostering; and emphasized a number of issues that need to continue to be closely paid attention to.
The Deputy Secretary of the Provincial Party Committee also requested the Party Delegation of the Provincial Fatherland Front Committee to pay special attention to innovating its working methods; to be more proactive and decisive in personnel work; accordingly, it is necessary to develop separate standards for Fatherland Front cadres to serve the planning, training, fostering and recruitment;
Comrade Nguyen Van Thong also suggested that it is necessary to pay attention to the work of evaluating cadres, ensuring the principles of democracy and objectivity; in particular, building a regulation on evaluating cadres based on functions and tasks, closely following reality; taking the quality and effectiveness of performing political tasks as a measure, thereby creating motivation for cadres to strive for expertise and practice moral qualities.
The Provincial Party Committee of the Fatherland Front also focuses on arranging and assigning tasks to cadres in a specific, clear manner, in accordance with their capacity and strengths; it is necessary to coordinate with departments, branches and sectors to promote the critical role, functions and specific tasks of the Fatherland Front in popularizing training and fostering staff; at the same time, it focuses on rotating cadres, creating new motivation in cadre work./.
