"These sanctions are in response to Russia's military action against three Ukrainian vessels and the detention of their crews in the Black Sea in November 2018… Canada also imposed sanctions on a number of individuals and entities responsible for the illegal invasion, continued occupation of Crimea, and destabilization of eastern Ukraine," the State Department added.

In November, in the Kerch Strait, Russian border guards detained Ukrainian sailors for violating the federal border.
