Deputy Prime Minister Le Van Thanh signed Decision No. 804/QD-TTg announcing the list of 34 Vietnamese seaports. Of which, Nghe An seaport is in the group of type I seaports.

According to the list, among 34 Vietnamese seaports, there are 2 special seaports: Hai Phong seaport and Ba Ria - Vung Tau seaport.

11 type I seaports include: Quang Ninh seaport, Thanh Hoa seaport, Nghe An seaport, Ha Tinh seaport, Da Nang seaport, Quang Ngai seaport, Binh Dinh seaport, Khanh Hoa seaport, Ho Chi Minh City seaport, Dong Nai seaport, Can Tho seaport.

7 type II seaports include: Quang Binh seaport, Quang Tri seaport, Thua Thien Hue seaport, Binh Thuan seaport, Dong Thap seaport, Hau Giang seaport and Tra Vinh seaport.

List of 14 type III seaports: Nam Dinh, Thai Binh, Quang Nam, Phu Yen, Ninh Thuan, Binh Duong, Long An, Tien Giang, Ben Tre, Soc Trang, An Giang, Vinh Long, Ca Mau, Kien Giang.

2 criteria for classifying seaports

Previously, the Government issued Decree No. 76/2021/ND-CP dated July 28, 2021, stipulating criteria for classifying seaports. According to this Decree, the criteria for evaluating and classifying seaports in Vietnam include criteria on the scope of influence of seaports and criteria on the scale of seaports.

Criteria on the scope of influence of seaports are assessed on the basis of the master plan for the development of the seaport system approved by competent State agencies, through the following criteria: Seaports serving the socio-economic development of the whole country, or inter-regions and having international transit functions, or international gateway ports; seaports serving the socio-economic development of the whole country or inter-regions; seaports serving the socio-economic development of the region; seaports serving the socio-economic development of the locality.

The criteria for the scale of a seaport are assessed based on the volume of goods passing through and the tonnage of ships received at the seaport, through the following indicators: Volume of goods passing through the seaport; tonnage of ships received at the seaport.

The Decree stipulates the assessment and classification of seaports by scoring method. The assessment scale is 100 points. The assessment scale is specifically determined for each criterion.

Based on the score, seaports are evaluated and divided into 4 types, which are special seaports: With a total score of over 90 points; Type I seaports: With a total score of over 70 points to 90 points; Type II seaports: With a total score of 50 points to 70 points; Type III seaports: With a total score of less than 50 points.
