Early this morning (October 30):Cold air has affected the Northern and North Central provinces, and some places in the Central Central region. In the Gulf of Tonkin, there are strong northeast winds of level 5, sometimes level 6; rough seas.
Forecast:Today (October 30), cold air will affect other places in the Central Central region; then affect the coastal provinces of the South Central region.
