Provincial Police Director: Warning about human trafficking and illegal credit
(Baonghean.vn) - Speaking at the discussion session in the hall this morning during the 8th session of the 17th Provincial People's Council, Colonel Nguyen Huu Cau - Director of the Provincial Police Department raised the complicated and sophisticated situation of human trafficking and black credit.
On December 11, 2018, Mr. Nguyen Chi Cong - Vice Chairman of Nghe An Provincial Labor Federation signed Official Dispatch No. 459/LĐLĐ-CSPL on propaganda to prevent black credit activities among workers.
According to the Nghe An Labor Federation, recently, taking advantage of the financial difficulties of workers, especially workers in industrial parks, loan sharking (black credit) has been rampant with sophisticated tricks.
Many workers have been victims of black credit, having to borrow at very high interest rates, becoming debtors unable to pay, being threatened, beaten, and even having to flee to another place or quit their jobs and return to their hometowns.

To protect the rights of union members and workers, and contribute to maintaining security and order in the area, the Provincial Federation of Labor requests that all levels of unions in the province grasp the situation of black credit among workers, promptly provide information to help workers understand the methods, tricks and harms of black credit so that workers know, are vigilant and denounce, and do not let black credit affect the jobs and lives of workers.
“Trade unions at all levels need to effectively implement union member welfare programs, including paying attention to and taking care of improving the material and spiritual lives of union members and workers, such as salaries, bonuses, meals, housing, and kindergartens, and having policies to support union members and poor workers facing difficult circumstances,” the document stated.
The Provincial Federation of Labor also requested trade unions at all levels to proactively report to Party committees and coordinate with authorities and functional agencies at the same level to have effective measures to thoroughly prevent the black credit evil.

In recent times, Nghe An Newspaper has had many special topics and articles warning about the complicated situation of black credit causing insecurity and disorder in many localities. This activity is hidden behind businesses with names such as "financial consulting", "financial consulting service business", "investment and financial consulting and support", "financial lending", "financial support"...
When people cannot repay their loans, they use methods such as beatings, terrorizing, threatening, insulting, kidnapping, etc. to demand their money. Many people have had to sell their land, mortgage their land titles, take out bank loans, etc. to repay their debts, and even run away from home.
At the 8th session of the Provincial People's Council, term XVII, Colonel Nguyen Huu Cau - Director of Nghe An Provincial Police also warned about this situation and said that there are people who sometimes borrow up to 300%, while according to the provisions of the Criminal Code, borrowing more than 5 times from the bank is prosecuted. But in the lending process, they use sophisticated tricks, only when the borrower is terrorized, their life is threatened, they report to the authorities.
“In 2018, the Provincial Police investigated and clarified 7 criminal cases related to black credit and are expanding the investigation of this case. In order to promptly detect and strictly handle them, we request that voters be extremely vigilant about financial support services, and at the same time request the banking system to create favorable conditions for people to borrow capital,” Colonel Cau said.
