Beware of fake inspection notices sent to policy beneficiaries
(Baonghean.vn) - Recently, there have been cases where policy beneficiaries have been sent fake notices from the Inspectorate of the Ministry of Labor, War Invalids and Social Affairs about the termination of their benefits. This has had a significant impact on social psychology, especially for those who have contributed to the policy.
FAKE ANNOUNCEMENT
According to the information we received, at the end of January 2024, a policy beneficiary in Dien Chau district received a notice from the Inspectorate of the Ministry of Labor, War Invalids and Social Affairs via post. This notice was dated January 18, 2024, but had no number; the content stated: “According to the directive of the Prime Minister - Joint Ministry of Labor, War Invalids and Social Affairs - Ministry of National Defense - Ministry of Public Security.Check and review beneficiary records, people with meritorious services to the revolution, war and resistance periods, Inspectorate of the Ministry of Labor - Invalids and Social Affairs. The Ministry of National Defense and the Ministry of Public Security directed a comprehensive inspection, using a laser beam to examine the standards, discovering many self-declared records and two witnesses who were incorrect and manipulated to match units C and D. That is contrary to Circular 16 of the Government, the Ministry of Labor - Invalids and Social Affairs, the Ministry of National Defense and the Ministry of Public Security.
To increase authenticity, this notice also stated: "Through a laser examination of the records of two witnesses, the records were modified to match units C and D to rationalize the work process, which is contrary to the policies and circulars of the Government and the joint ministries. The Inspectorate of the Ministry of Labor, War Invalids and Social Affairs will terminate the regime of Mr. PXL (the person receiving the notice)".
After receiving this notice, the policy beneficiaries themselves were really confused, because receiving a notice of cutting off the policy they had been enjoying for a long time was a surprise. Not to mention, this notice was sent by post, to the home address and clearly knew the policy regime that the policy beneficiaries were enjoying. Although the motive and purpose of forging this notice are unclear, this has had a significant impact on social psychology, especially for those who have contributed to the policy regime.

From the above suspicious notice, we went to Mr. Hoang Ngoc Chau - Head of the Department of Meritorious People, Department of Labor - Invalids and Social Affairs of Nghe An. After examining the notice, Mr. Chau affirmed that, just by looking at it, he knew that this document was fake, because the format of the document was incorrect, and moreover, this document did not have a number. Not to mention, if there was a notice from the inspection team, it would have been sent to the department, not directly to the subject as above. Mr. Chau commented that the scammer might have used the fake notice to threaten, then forced people to transfer money into their accounts. If people are not alert, they will certainly fall into the trap of the scammers.
In fact, in recent times, the authorities have repeatedly warned that people have been scammed and appropriated property by subjects impersonating the police, the Procuracy, the Court, the inspection agency or acquaintances of high-ranking leaders. In particular, the scammers have forged penalty notices, debt collection notices, policy withdrawal notices, etc. to send to people, then called people to ask them to transfer money to their accounts to handle the matter smoothly without having to bother the authorities. This has caused public outrage, affecting security, order and people's lives.

Working with the Department of Labor, War Invalids and Social Affairs of Dien Chau district, we learned that this agency also received information about policy beneficiaries in the area receiving fake notices from authorities about cutting policy benefits. At the same time, they checked, reviewed and notified the authorities of communes and towns to warn people.

Ms. Nguyen Thi Hong Nhung - Head of the Department of Labor, War Invalids and Social Affairs of Dien Chau district, said: In fact, in 2023, the Ministry of Labor, War Invalids and Social Affairs also had an inspection team on the implementation of policies for resistance fighters and their children infected with toxic chemicals; management and use of preferential funds for people with revolutionary contributions and funds to support the work of martyrs' graves and works to honor martyrs in Nghe An. In particular, in Dien Chau district, there are more than 1,000 policy beneficiaries whose records were also reviewed. Immediately after that, implementing the Inspection Conclusion No. 266/KL-TTr dated November 30, 2023 of the Inspectorate, Ministry of Labor - Invalids and Social Affairs, on January 22, 2024, the District People's Committee also organized a public meeting with the subjects who had the Decision to terminate the regime, due to the missing regional records, and the subjects who were absent from the verification according to the Conclusion of the Inspectorate of the Ministry of Labor - Invalids and Social Affairs, then instructed the subjects to supplement the missing records. In addition, there were no other documents or notices.
Faced with the current situation of documents from the Ministry of National Defense and the Ministry of Labor, War Invalids and Social Affairs appearing to defraud policy beneficiaries and possibly to make illegal profits, on February 2, 2024, the People's Committee of Dien Chau district issued Document No. 314/UBND-LDTBXH requesting communes and towns to implement a number of contents, such as: publicly propagating policies and regimes, focusing on propagating tricks of forging documents so that people can grasp and avoid being scammed by scammers.
Dien Chau District People's Committee also noted that if policy beneficiaries submit additional documents, they should only submit them to the Cultural and Social Officer in charge of policies or directly to the Department of Labor, War Invalids and Social Affairs. In addition, they should not submit documents to any other agency, organization or individual. Avoid being scammed by policy brokers.
Ms. Nguyen Thi Hong Nhung - Head of the Department of Labor - Invalids and Social Affairs of Dien Chau district added that after grasping the information and promptly propagating, up to now, in the district, there have been no further reports of being threatened or taken advantage of by other scammers.
