According to the investigation, knowing that many people wanted to buy cheap police cars, Long came up with the idea of fraud. He bought a captain's uniform, with a fake name tag as Deputy Captain of the Criminal Police Department (Ministry of Public Security).
Knowing that Mr. Nam (39 years old), living in Tan Binh district, had a need, the "criminal police officer" met him and introduced himself as working at the Ministry of Public Security. Long showed that he was knowledgeable about the procedures for valuation and liquidation, and enticed this man to buy a car.
Next, Long drove a Fortuner car and said the agency was selling it for over 500 million VND. Seeing that the car was beautiful and cheap, Mr. Nam deposited 40 million VND, agreeing to pick up the car on December 5.
However, after telling his friends the story and being told "how can there be such a cheap car", Mr. Nam reported it to the police.
On the appointed day, Long, in military uniform, went to a coffee shop on Tran Phu Street (District 5) to receive money from Mr. Nam and was arrested by the police.
Initially, Long admitted that he had successfully swindled a person in Tan Phu district out of more than 500 million VND using a similar trick.
Police suspect there are many more victims "trapped" by Long.
