Both having criminal records and no stable jobs, Tran Hai and Luu Xuan Tam still informed the victims about their connections with the prosecution agencies and the possibility of “fixing the case”; from there, they defrauded and appropriated the assets of many victims across the country with an amount of up to 4.2 billion VND.
Luu Xuan Tam (born in 1979), from Yen Thanh district, Nghe An province, residing in Long Binh ward, Bien Hoa city, Dong Nai province and Tran Hai (born in 1970) residing in Hai Chau district, Da Nang city are 2 subjects who both have criminal records for many crimes, in which Tam has 1 previous conviction for Fraudulent appropriation of property, and Hai has 2 previous convictions for Fraudulent appropriation of property and Disturbing public order.
After being released from prison, the two subjects discussed and colluded with each other to find defendants who wanted to have their sentences reduced, then met them and took advantage of their lack of knowledge to promise to reduce their sentences so that they could benefit together.
To commit the crime, after contacting the relatives of the accused in the cases, Luu Xuan Tam will inform the victims that he has a relationship with a person named Hai (ie the subject Tran Hai mentioned above) working at the prosecution agency, who can request bail and reduce the sentence. On Tran Hai's side, this subject will act as the prosecution agencies (court, prosecutor's office) and ask the victims to transfer money if they want to reduce the sentence, then the subjects will divide the money among themselves. Faced with the above situation, the Criminal Police Department of the Provincial Police reported to the leaders of Nghe An Provincial Police to establish a special project to fight.
After a period of monitoring and synchronous application of professional measures, from August 20 to 22, 2024, under the direction of the Provincial Police Department, the Criminal Police Department presided over and coordinated with the Provincial Police Department's professional departments and the police of related localities to successfully break the case, arresting two subjects Luu Xuan Tam and Tran Hai for the act of Fraudulent appropriation of property.
Initially, the police determined that with the above tricks, the two subjects Luu Xuan Tam and Tran Hai colluded with each other and with other subjects to defraud and "fix cases" for 4 victims in provinces and cities across the country, appropriating a total of 4.2 billion VND.
