On the evening of November 24, Colonel Duong Van Giap, Head of the Criminal Police Department, Hanoi City Police, said that the unit had just arrested a group of people who had extorted money from a motorcyclist who had mistakenly entered the car lane at the Phap Van - Cau Gie intersection.

The behavior of this group of subjects was to block and demand money from people going the wrong way at the Phap Van intersection, following the lane from Phap Van street leading to Phap Van - Cau Gie highway.

At Phap Van intersection, there is currently a sign prohibiting motorbikes from entering the highway. However, many vehicle owners, when arriving here, due to not paying attention, mistakenly enter the highway for cars.

According to police documents, at this intersection there is always a group of people pretending to be "motorbike taxi drivers" gathering. When they see a motorcyclist entering the highway, 2 to 3 people on motorbikes immediately chase after them and block them, saying that the road is closed to motorbikes and that if they enter, they will be arrested by the police.

With the excuse of having to chase and warn the wrong-way goer, after returning to the Phap Van intersection, the wrong-way goer was threatened by this group, demanding to pay 200,000 VND and if he did not pay, he would be fined by the traffic police. Many people claimed they did not have money, so the group got angry and made it difficult for them to continue. Many female passersby, when surrounded by the group of thugs, had to pay money to be left alone.

In response to the above incident, on the afternoon of November 24, the commander of the Criminal Police Department, Hanoi City Police Department, deployed undercover forces to catch the group of people red-handed in the act of extorting money from people who went the wrong way.

According to the Head of the Criminal Police Department, Hanoi City Police, detectives from the Anti-Crime Team, a key area of ​​the unit, arrested 11 subjects who were extorting money from people going the wrong way at the Phap Van intersection. After being taken to the police station, the subjects confessed that they had taken advantage of traffic participants going the wrong way to threaten and extort money.
