Urgently remove difficulties, promote disbursement of public investment capital to respond to COVID-19 pandemic
The Government Office has just issued Notice No. 154/TB-VPCP on the conclusion of Prime Minister Nguyen Xuan Phuc at the Government's online conference with localities on urgent tasks and solutions to remove difficulties for production and business, promote disbursement of public investment capital, ensure social security, and social order and safety in response to the COVID-19 pandemic.

Prime Minister Nguyen Xuan Phuc stated that the COVID-19 pandemic has severely impacted many aspects of the economic and social life of our country, requiring the entire political system, business community and people nationwide to join hands, join hands, and closely coordinate to drastically prevent and fight the pandemic, while being highly determined to overcome difficulties in all areas caused by the pandemic, with the spirit of "double the difficulty, triple the effort", maintain and restore production and business activities during the pandemic and promote strong economic development after the pandemic, focusing on immediately implementing urgent tasks and solutions under the authority of the Government, all levels and sectors, and promptly reporting issues beyond their authority, thoroughly overcoming the stagnation and lack of responsibility in some localities and sectors in the recent past.
The People's Committees of provinces and centrally run cities shall promptly establish competent Steering Committees at the local level to promptly handle and resolve difficulties and obstacles in production and business, promote disbursement of public investment capital and in implementing investment projects in the area. Promote the spirit of innovation and creativity, turning risks into opportunities.
Ministries, ministerial-level agencies, government agencies, and People's Committees of centrally-run provinces and cities urgently study and provide specific comments on the draft Resolution of the Government presented by the Ministry of Planning and Investment at the Conference, and send it to the Ministry of Planning and Investment before April 15, 2020 for synthesis and completion of the report to the Prime Minister, in which it is noted to add content on ensuring social order and safety in the face of the impact of the COVID-19 pandemic.

Building plans for economic and social recovery and development after the pandemic
The Prime Minister assigned the Ministry of Planning and Investment to preside over and coordinate with relevant ministries and agencies: Urgently develop scenarios, options, and plans for post-pandemic socio-economic recovery and development, report to the Prime Minister in April 2020, including careful consideration and plans to adjust socio-economic targets for 2020 to report to competent authorities.
Synthesize and absorb opinions at the Conference and written opinions of ministries, branches and localities to complete the draft Resolution of the Government on urgent tasks and solutions to remove difficulties for production and business, promote disbursement of public investment capital, ensure social security, social order and safety in response to the COVID-19 pandemic, report to the Prime Minister before April 18, 2020, noting the following contents:
Have a plan to reorganize, inspect and urge the promotion of production, market restructuring, diversification and expansion of international markets, take full advantage of the opportunities of free trade agreements that Vietnam has signed; find measures to welcome foreign investment flows; promote social investment; exploit and develop the domestic market, increase domestic consumption. Have a plan to promptly import raw materials for production; promote the production of food, foodstuffs, consumer goods; control the market and prices well, especially pork and essential goods, to prevent speculation, hoarding and price increases.
There are specific and practical solutions on monetary and fiscal policies to support production and business in difficult conditions, paying attention to maintaining macroeconomic stability. Continue to strongly reform, review and perfect legal regulations, cut administrative procedures, improve the business environment, reduce costs and create favorable conditions for people and businesses, and take advantage of opportunities to recover the economy after the pandemic.
Focus on disbursing public investment capital
The Prime Minister emphasized the need to focus on disbursing public investment capital, have specific regulations and sanctions for organizations and individuals, especially heads of ministries, branches and localities, who cause slow disbursement of public investment projects in their ministries, branches and localities; strictly handle agencies, organizations and individuals who violate, delay, harass and cause difficulties in implementing and disbursing public investment capital.

Maintain and develop foreign relations, have specific and appropriate plans and solutions to fulfill the role of ASEAN Chair 2020 and promote and consolidate our role in the international arena. First of all, promote import and export, ensure the supply chain of equipment and materials for production and business.
Innovate and effectively implement information and communication work, create motivation and consensus of the political system and the whole society, create new momentum and determination in the new period to overcome difficulties and move forward, ensure production, life, social stability, resolutely implement measures to prevent and repel the epidemic, and at the same time make the greatest effort to carry out socio-economic development tasks.
The Prime Minister directed to regularly inspect the Resolutions on removing difficulties for production and business, promoting disbursement of public investment capital, ensuring social security and ensuring social order and safety in response to the COVID-19 pandemic in localities and a number of ministries and agencies under the Government.
