Granting policy scholarships to poor ethnic minority students

From January 1, 2016, ethnic minority students from poor households participating in college and intermediate level training programs at vocational training institutions will enjoy boarding policies such as scholarships, subsidies for purchasing personal items, support during the Lunar New Year and travel support according to the Boarding Policy recently issued by the Government.

The beneficiaries of the Boarding Policy when participating in college and intermediate level training programs at vocational training institutions include ethnic minorities from poor households, near-poor households, and people with disabilities; graduates of ethnic boarding schools; Kinh people from poor households, near-poor households, or people with disabilities with permanent residence in areas with especially difficult socio-economic conditions, ethnic minority areas, border areas, and islands.

Ethnic minority students from poor or near-poor households and people with disabilities receive policy scholarships equal to 100% of their basic monthly salary.

For students graduating from ethnic minority boarding schools; Kinh students with disabilities with permanent residence in areas with especially difficult socio-economic conditions, ethnic minority, border, and island areas, the policy scholarship level is equal to 80% of the basic salary/month.

For Kinh ethnic students from poor or near-poor households with permanent residence in areas with especially difficult socio-economic conditions, ethnic minority, border, and island areas, the policy scholarship level is equal to 60% of the basic salary/month.

In addition, the subjects are also supported with a one-time amount of 1 million VND/training course to buy personal items such as personal blankets, warm clothes (if needed), personal mosquito nets, personal mats, raincoats and protective clothing according to the training profession.

Students who stay at school during the Lunar New Year are supported with 150,000 VND. In addition, each student is supported once a year for travel expenses from school to home and vice versa at the rate of 300,000 VND/year for students in areas with particularly difficult socio-economic conditions and 200,000 VND/year for the remaining subjects.

Beneficiaries are also exempted from or have reduced tuition fees; supported with study costs; admission fees; health check-up books, annual health check-ups; health insurance cards; and scholarships to encourage learning according to current regulations.

Each student is only supported once when participating in a college or intermediate level training program according to the policy prescribed in this Decision. In case a student is eligible for multiple policies at the same time, he/she will only be entitled to the highest policy or if he/she studies at multiple vocational training institutions at the same time, he/she will only be entitled to the policy at one vocational training institution.

In an academic year, policy scholarships are granted for a full 12 months. For training programs that are less than one year in duration or have a final year of study that is less than 12 months, policy scholarships are granted according to the actual number of months of study in that academic year. For credit-based training programs, policy scholarships are granted according to the converted training time but not exceeding the training time of the industry, profession and equivalent training level in the form of a year system.

The Decision clearly stipulates that students are not entitled to policy scholarships and other support in cases of disciplinary action forcing them to drop out of school or take time off due to illness or accident and being unable to continue studying; during the period of suspension from school (for a limited period), except in cases of stopping school due to illness, accident, retaking school or stopping school for objective reasons confirmed by the school; during the period of temporary detention or temporary detention./.
