New issuance of Transport Business License before July 1, 2016
Vehicles from 7 tons to under 10 tons that start transport business must have a license before July 1, 2016; vehicles from 3.5 tons to under 7 tons must have a license before January 1, 2017.
The Vietnam Road Administration has just sent a document to the Vietnam Register; Departments of Transport of provinces and centrally-run cities and the Vietnam Automobile Transport Association regarding the continued issuance of transport business licenses and installation of journey monitoring devices (GSHT) for vehicles engaged in freight transport business.
Accordingly, in addition to the freight transport vehicles that have met the conditions and been granted business licenses according to regulations in the past; in the coming time, the Departments of Transport will continue to grant transport business licenses and badges to freight transport vehicles.
Specifically, before July 1, 2016, vehicles of freight transport businesses with a design load capacity from 7 tons to less than 10 tons must be granted a license to operate a car transport business, issued a badge and equipped with a GSHT device.
Before January 1, 2017, vehicles of freight transport businesses with a design load capacity from 3.5 tons to less than 7 tons must be granted a license to operate a freight transport business by car, issued a badge and equipped with a GPS tracking device.

The Vietnam Road Administration requests the Vietnam Register to direct the Registration Centers to provide information and guidance to entities that must comply with the above business conditions when inspecting and registering vehicles; the Registration Centers shall post this itinerary on the bulletin board so that vehicle owners know and prepare to comply.
The Departments of Transport shall count the number of vehicles that must comply with the conditions for transport business according to the roadmap, and shall disseminate and inform vehicle owners so that they can promptly submit their applications to the Department for granting transport business licenses according to regulations;
The Vietnam Road Administration also requested the Vietnam Automobile Transport Association to direct local branches to strengthen propaganda and guide relevant subjects to promptly implement the conditions for transport business according to the roadmap prescribed in Decree 86/2014/ND-CP./.
