Automatic import licensing for certain steel products

Automatic import license is issued by the Ministry of Industry and Trade to traders in the form of confirmation of import registration application for each shipment.

The Ministry of Industry and Trade has just issued Circular No. 23/2012/TT-BCT regulating the application of the automatic import licensing regime for some steel products.
Accordingly, the Automatic Import License is issued by the Ministry of Industry and Trade to traders in the form of confirmation of import registration for each shipment.

The goods subject to the automatic import licensing regime include iron, steel and iron or steel products, specifically: Flat-rolled iron or non-alloy steel products, regardless of width, cold-rolled (cold-reduced), not clad, plated or coated; flat-rolled iron or non-alloy steel products, not clad, plated or coated; hot-rolled iron or non-alloy steel bars and rods, in irregularly wound coils; other iron or non-alloy steel bars and rods, not further processed than forged, hot-rolled, hot-drawn or hot-extruded, including those twisted after rolling; flat-rolled stainless steel products...

For steel products in groups or categories of temporary import for re-export, temporary export for re-import, transit, transit; non-commercial import goods; imported goods to directly serve production and processing (including imported goods for assembly, repair, warranty are regulated outside the scope of Circular No. 23/2012/TT-BCT.

The automatic import license is valid for 30 days from the date of confirmation by the Ministry of Industry and Trade. In case the license is lost, misplaced or damaged, the trader can submit a written explanation requesting the Ministry of Industry and Trade to reissue the license, along with the application.

In addition, traders can also choose to register for import under the automatic import licensing regime via the Internet by declaring information about the trader's profile via the Internet according to the software system prescribed by the Ministry of Industry and Trade and sending the trader's profile to the automatic import licensing registration location when requesting the first automatic import license.

Imported steel products in cases such as temporary import for re-export, temporary export for re-import, transit, transit; non-commercial import goods; Imported goods to directly serve production and processing (including imported goods for assembly, repair, warranty) are not subject to the scope of this Circular and are implemented according to current management regulations.

The Circular takes effect from September 20, 2012./.
