Automatic import licensing for certain steel products.
Automatic import licenses are issued by the Ministry of Industry and Trade to traders in the form of confirmation of import application for each shipment.
The Ministry of Industry and Trade has just issued Circular No. 23/2012/TT-BCT stipulating the application of the automatic import license regime for certain steel products.
Accordingly, the Ministry of Industry and Trade issues automatic import licenses to traders in the form of confirmation of import application for each shipment.
Items subject to the automatic import license regime include iron, steel, and iron or steel products, specifically: Flat-rolled non-alloy iron or steel products, regardless of width, cold-rolled (cold-pressed), unplated, uncoated, unplated or uncoated; flat-rolled non-alloy iron or steel products, unplated, uncoated or uncoated; hot-rolled non-alloy iron or steel, in the form of bars and rods, irregularly coiled; other non-alloy iron or steel in the form of bars and rods, only forged, hot-rolled, hot-drawn or hot-extruded, including post-rolling twisting; flat-rolled stainless steel products…
For steel products belonging to the group or category of goods temporarily imported for re-export, temporarily exported for re-import, transshipment, transit; non-commercial imports; and imports for direct use in production and processing (including imports for assembly, repair, and warranty), these are regulated outside the scope of Circular No. 23/2012/TT-BCT.
The automatic import license is valid for 30 days from the date of confirmation by the Ministry of Industry and Trade. In case the license is lost, misplaced, or damaged, the trader may submit a written explanation requesting the Ministry of Industry and Trade to reissue the license, along with the application.
In addition, traders can also choose to register for import under the automatic import licensing regime via the Internet by declaring their business profile information online through the software system prescribed by the Ministry of Industry and Trade and submitting the business profile to the registration location for automatic import licensing when requesting an automatic import license for the first time.
Imported steel products in cases such as temporary import for re-export, temporary export for re-import, transshipment, transit; non-commercial imports; and imports for direct use in production and processing (including imports for assembly, repair, and warranty) are not subject to the regulations of this Circular and are governed by current management regulations.
This Circular takes effect from September 20, 2012.
